Scope of Work

The ideal Multimedia Specialist will act as the City of Midlands Social Media Expert and "Influencer." The City also seeks a candidate who is knowledgeable in digital photography and videography skills with a variety of equipment (i.e. iPhone, Drone cameras, Digital Cameras, and Digital Video Cameras).

The Multimedia Specialist informs and engages those who live, work, visit and play in Midland Texas, on a variety of multimedia platforms while following and implementing strategic plans of the Communications Department. This position works in a team to initiate, plan, develop and produce written, video, and audio communication projects to support community outreach and enhance City Branding. The Multimedia Specialist will create on their own, as well as support other members of the Citys communications team.

Essential Job Duties

Web/Social Media

• Create relevant and timely social media content for all city social media pages on a regular basis
• Enhance the city brand and city following across multiple social media channels
• Administrate Midlandtexas.gov user database, and content creation for the main City webpages
• Draft social media posts and news flashes at the direction of the Strategic Communications Officer and Chief of Staff.
• Monitor and route inquiries received via social media.
• Collate analytics for City website and social media outlets.

Video/Photography Production

• Serve as the citys official digital photographer with provided equipment.
• Produce original video content for and web/social.
• Serve as a backup city videographer
• Content creator for events and department projects.
• Ensure recording of all City Council Meetings via Swagit video system.
• Produce content for video information videoboards and TV within in City Hall and other City Facilities.
• Produce all audio recordings for the City.

Strategic Communication Department

• Provide excellent customer service to internal and external clients.
• Serve as back-up to the Strategic Communications Officer: answer phone calls from media, transmit information in accordance with guidelines and standards, follow chain of command notification, and create press releases.
• Actively participate in strategic and task-specific communication planning.
• Ability to be on call some weekends on a rotating schedule

Graphic Design

• Assist the in house graphic designer with overall look and feel for branding of the City of Midland
• General knowledge of Graphic Design

Physical and Environmental Conditions

Ability to sit, stand and move from building to building.

Required Qualifications

• Expert knowledge in the use of Instagram (most notably the Reels function), Facebook, NextDoor, LinkedIn and YouTube among others, as well as best practices for each user base.
• Proficiency in Adobe Premiere, Photoshop, Illustrator, Audition and After Effects.
• Understanding of audio and video codecs; green screen/rotoscoping.
• Proficiency using video, audio, lighting, and photography equipment.
• Ability to write, edit, and/or manipulate HTML/HTML 5, PHP and Java Script.
• Proficiency in Microsoft Office Suite.
• Proficiency in video pre-production, concept, scripting, post-production and motion graphics.
• Ability to work in Windows/OSX and Linux based systems.
• Ability to be on camera/microphone and communicate verbally in a public setting.
• Ability to work with diverse clientele including elected officials, members of the public, and news media.
• Demonstrated ability to meet deadlines and manage multiple projects simultaneously.
• Ability to operate a motor vehicle in the State of Texas.
• Bachelors degree in mass media, marketing, broadcasting, communications, journalism, graphic design, or a related field required.
