The Public Works Department is actively seeking a Mowing and Landscaping Supervisor.

This is skilled craft work at the advanced supervisor level in the inspection, coordination, and review of mowing and landscaping maintenance, Work requires a thorough knowledge of the methods, techniques and procedures used in public works mowing and landscaping maintenance activities, city owned property, right of ways, and easements which is acquired through considerable experience. Schedules, assigns, monitors, reviews, and evaluates the work of multiple crews. Contacts require skills in understanding people which are important in coordinating project activities and dealing with the public and contractors regarding service requests and complaints. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards involving differing situations that require the use of judgment. The work is performed in both office and field environments where there are some risks and hazards ,but they are known, predictable and controllable. Operates two-way radios, motor vehicles, and occasionally construction equipment. The physical demands are minimal but may occasionally require lifting and moving objects weighing 50 pounds or more. The work is performed under limited supervision where the assignments are subject to established methods, techniques and procedures; the worker plans and organizes the work and determines priorities; and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness and adherence to established methods and standards.

Examples of Work

  • Schedules, assigns, monitors, reviews, inspects and evaluates the work of crews assigned to city owned property, right of ways, and easements for mowing and landscape maintenance and service.

  • Coaches, instructs, trains, and provides technical assistance to assigned staff.

  • Reviews with supervisors and crew leaders plans and specifications of work to be done.

  • Investigates complaints and meets with citizens to mediate resolutions.

  • Inspects tools, vehicles, equipment and facilities for proper use and care.

  • Conducts semi-annual and annual inventories for expendable and non-expendable equipment assigned to crews.

  • Inspects job sites for adherence to safety, contract requirements and departmental regulations.

  • Reviews work reports, time sheets, and material and equipment records.

  • Determines priorities of jobs.

  • Coordinates job requirements with utility companies and other affected concerns.

  • Prepares and maintains records of work performed, problems encountered, and disposition of same.

  • Evaluates and counsels employees and initiates disciplinary action.

  • Operates a motor vehicle to conduct field inspections.

  • Demonstrates proficiency in the City of Jacksonville Core Competencies.

  • Communicates clear direction, manages for results and leads organizational change.

  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees

Knowledge, Skills and Abilities

  • Knowledge of public works construction and maintenance methods, standards, and procedures.

  • Knowledge of city owned property, right of ways, easements and landscape installation and maintenance methods, standards, and procedures.

  • Knowledge of the tools and procedures used in the installation, maintenance and construction of public landscape projects

  • Knowledge of organizational policies and procedures.

  • Knowledge of principles, practices and techniques used in developing and supervising staff.

  • Knowledge of safety procedures and occupational hazards for construction and maintenance activities.

  • Knowledge of standard construction and maintenance principles for working around underground and overground utilities.

  • Ability to perform and verify arithmetic computations.

  • Ability to read and interpret construction plans, drawings, and maps.

  • Ability to investigate and resolve customer complaints and personnel-related problems and issues.

  • Ability to read, comprehend and apply policies, rules and regulations.

  • Ability to train, schedule, assign, monitor, inspect, review, and evaluate the work of staff.

  • Ability to prepare written reports and communicate effectively, both orally and in writing.

  • Ability to operate a motor vehicle.

Open Requirements/Supplemental Information

  • Five (5) years of education and/or experience in construction or maintenance of public works city owned property, right of ways, and easements or landscaping projects.
  • One (1) year of which must have been in a supervisory capacity.

LICENSING/CERTIFICATION/REGISTRATION:

  • Must possess a valid class B or higher commercial driver's license at time of application and maintain it during employment in this class.

  • Must qualify for, obtain and maintain a City of Jacksonville public driver certification for employment in this class.

OTHER REQUIREMENTS:

  • The probationary period for this class is one (1) year.

  • This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville's Drug Free Workplace Policy (Directive 0401).
