Summary

Manages the daily operation of the Child Support Modifications unit and the Child Support Financial Accounting unit. Provides oversight of the work production and quantity and quality of work performed. Schedules work assignments, assigns hours and work locations, and trains and evaluates employees. Handles difficult problems and develops and documents programs and curriculum. Ensures compliance with policies and laws. Manages the work activities of the Financial Accounting unit. Responsible for implementing all financial collection, disbursement, refunds, corrections, and monitoring control procedures for child support and fees. Ensures compliance with all generally accepted accounting principles, auditing standards, budgetary principles, statutes, and rules for all Child Support Office and DRO money handling.

Essential Duties and Responsibilities

  • Manages the daily operations, activities and staff of the Financial Accounting unit of the Child Support Office, providing oversight of work production and adherence to Texas Family Code statutory provisions and contractual requirements.
  • Responsible for the maintenance, auditing and balancing of over 60,000 active child support accounts and $250 million yearly in payments, providing financial support for Tarrant County pay records produced and certified for court.
  • Plans and assigns workloads and schedules of employees to post child support payments, research problems, and complete difficult financial adjustments on three separate systems.
  • Manages and reconciles the Child Support trust account, DRO fee account, and the Tarrant County Child Support bank accounts. Manages the investing, receipting, and disbursing of all funds placed in the Child Support account and trust account. Manages credit card processing and reconciliation functions.
  • Provides financial specialist functions for Contract #10-0017.
  • Ensures compliance with all generally accepted accounting principles, auditing standards, budgetary principles, and statutes and rules for the DRO, Child Support, and Child Support Trust accounts.
  • Conducts Child Support Review Negotiation Conferences, negotiates and sets child support amounts, and writes new child support court orders. Manages staff in the review and preparation of child support modifications resulting in new ordered child support amounts, which are then ratified by the court.
  • Evaluates subordinate performance by identifying strengths and weaknesses, providing guidance and motivation, and making recommendations for replacement when appropriate.
  • Performs quality reviews and audits of department work. Makes operational corrections as necessary.
  • Manages Modifications unit staff. Plans and assigns workload and schedules and ensures compliance with Tarrant County and OAG policies and procedures and the Texas Family Code.
  • Performs all related duties as assigned.

Minimum Requirements

Bachelors degree or equivalent.

Full-time Child Support experience may be substituted on a year-by-year basis.

Four (4) years of full-time related child support, banking or auditing experience.

Requires strong organizational skills.

Must have excellent knowledge of the Texas Family Code as it relates to child support.

Experience with money handling and processing is required.

Ability to work well with people is a must.

While performing the duties of this position, the incumbent is regularly required to bend, carry, climb stairs, grasp/squeeze, hear, keyboard, lift below the waist, lift between the waist and shoulder, pull, push, reach, perform repetitive tasks, see color, see near, sit, stand, talk, use his/her hands, work alone and with others, and work overtime. Incumbent has possible exposure to violent situations.
