    Overall Job Summary

The PMO Process Manager is responsible for defining and administering project management and systems development lifecycle methodologies, standards, processes, and guidelines, within IT Solutions Delivery

Essential Duties and Responsibilities (Min 5%)

    IT Process, SDLC & Governance

Lead the creation, implementation, adoption, and administration of project management and systems development lifecycle methodologies, standards, processes, and tools across IT.

Maintain standards, templates, documentation, and governance controls that improve consistency, transparency, delivery discipline, and compliance.

Advise leaders and teams on Agile, Waterfall, and other delivery approaches; participate in IT governance forums and use metrics, audits, and portfolio data to identify and address gaps.

    Budget Strategy & Financial Planning

Partner with IT, Finance, and business leadership to develop the annual technology budget and multi-year financial outlook across capital and OpEx.

Own the analysis of actuals, forecasts, commitments, spending trends, and variances to identify financial risks, emerging cost pressures, and opportunities to improve forecast accuracy.

Develop financial scenarios and sensitivity analyses that show the impact of alternative funding levels, timing, cost structures, delivery approaches, and strategic priorities.

Connect current investment and delivery decisions to future-year OpEx, technology run costs, total cost of ownership, and ongoing financial commitments.

Challenge financial assumptions and business cases to clarify expected value, timing, risks, benefits, and the full economic impact of proposed investments.

Identify opportunities to optimize, redirect, reduce, or avoid spending while maintaining business value and improving financial flexibility.

Track budget performance and investment outcomes, turning financial results into insights that strengthen future planning, funding, and portfolio decisions.

Investment Analysis, Portfolio Prioritization & Sequencing

Evaluate technology investments using financial, strategic, operational, technology, and delivery data, including ROI/ROIC, business value, risk, dependencies, capacity, and timing.

Develop portfolio scenarios that illustrate competing uses of available investment dollars, tradeoffs, opportunity costs, and implications of sequencing, deferral, acceleration, reduction, or stopping work.

Support fact-based prioritization and sequencing decisions that optimize the portfolio as a whole rather than individual initiatives.

Provide leadership with clear, objective decision support while recognizing final investment decisions remain with leadership.

Metrics, Analytics & Executive Decision Support

Integrate financial, portfolio, operational, and business data from Planview, Excel, financial systems, and other enterprise sources to identify trends, risks, and opportunities.

Analyze delivery and financial KPIs, including EPI, SPI, resource loading, critical path, forecast performance, budget variance, and benefits realization.

Translate complex analysis into concise executive narratives and materials that explain what changed, why it matters, portfolio implications, and decision points.

Automate and simplify planning, forecasting, financial analysis, governance, and reporting where practical.

Training, Change Management & Strategic Partnership

Train and advise leaders and teams on project delivery, SDLC, governance, financial management, planning, and portfolio processes.

Serve as a trusted cross-functional partner across IT, Finance, ePMO, and the Business, connecting cost, capital, forecast, technology strategy, operations, and customer value.

Influence decisions through financial expertise, analytical credibility, executive communication, and continuous improvement of process, transparency, and investment discipline.
