Medicare & Individual Health Insurance Broker (MNsure & Senior Health)

We are seeking an experienced, high-producing Lead Medicare & Individual Health Insurance Specialist to take end-to-end ownership of our Individual & Senior Health book of business in Minnesota. This is a senior individual contributor role designed for a top-tier producer who excels at managing the entire client lifecyclefrom initial consultation and enrollment to year-round retention and compliance.

In this role, you will be the agency's primary subject matter expert for Minnesota's Medicare landscape and ACA Individual & Family plans through MNsure. You will build and execute seasonal enrollment strategies, streamline CRM client workflows, and maintain strong relationships with major regional carriers (e.g., Humana, Blue Cross and Blue Shield of Minnesota, HealthPartners, Medica) to drive agency growth.

Note on Schedule: To ensure seamless collaboration during peak enrollment season, this position is full-time on-site in our Edina, MN office through December 31, 2026. Starting in January 2027, this role transitions to a hybrid work schedule.

Salary Range: $25.00 per hour

Responsibilities

Direct Production & MNsure / Medicare Advisory

• Lead end-to-end sales and enrollment for Medicare Advantage (MA/MAPD), Medicare Supplement (Medigap), Prescription Drug Plans (PDP), and Individual & Family Plans via MNsure (both On-Exchange with tax credits/subsidies and Off-Exchange).
• Guide clients through Minnesota-specific health programs, income-based subsidies (APTC/CSR), MinnesotaCare/Medical Assistance transitions, and Low-Income Subsidy (LIS) / Extra Help.
• Conduct comprehensive, consultative needs analyses during Medicare AEP/OEP, MNsure Open Enrollment, and year-round Special Enrollment Periods (SEPs).
• Deliver an exceptional, client-first advisory experience to maximize retention, prompt annual plan check-ups, and generate organic referrals.

Division Ownership & Workflow Management

• Manage and optimize agency CRM workflows (e.g., lead tagging, policy tracking, pipeline management, and automated client communication schedules).
• Execute proactive client retention programs, including turning-65 / age-in outreach, cross-selling ancillary coverage (Dental, Vision, Hearing, Hospital Indemnity), and annual plan reviews.
• Organize and track incoming leads across direct inquiries, local community connections, and agency marketing campaigns.
• Report all sales daily to office team as they occur
• Represent the agency at senior expos and other marketing events.

Compliance & Carrier Relations

• Maintain strict compliance with Centers for Medicare & Medicaid Services (CMS) regulations, Medicare Marketing Guidelines and MNsure broker standards.
• Complete and document all Scope of Appointment (SOA) forms, telephonic enrollments/call recordings and client consent records in accordance with CMS mandates.
• Maintain strong working relationships with Minnesota carrier sales representatives (Humana, BCBS MN, HealthPartners, Medica, etc.) to stay updated on annual plan modifications, network changes, and formulary updates.

Licensing & Credentials:

• Active Minnesota Life & Health Insurance License (resident license required; neighbor state licenses like WI, IA, or ND are a plus).
• 2027 Medicare Certification (AHIP or equivalent) completed prior to AEP launch.
• Current MNsure Broker Certification (or ability to complete/renew immediately upon hire).

Experience: 5+ years of direct sales experience in Medicare products and individual health insurance utilizing MNsure.

Track Record: Demonstrated history as a top-producing individual contributor with high client retention rates.

Technical Proficiency: Deep familiarity with the MNsure Broker Portal and agency CRMs (e.g., AgencyBloc, Salesforce).

Compliance Rigor: Meticulous attention to detail regarding CMS guidelines, MNsure requirements, Scope of Appointment (SOA) documentation, and client record management.

Communication: Exceptional interpersonal, phone, and written communication skills. Comfortable meeting privately with individuals and conducting large seminars of up to 100 people.

Education: Bachelors degree preferred.
