The Medical Director will assume direct responsibility for the medical performance of all Medical Staff of the Escambia County Corrections Department. The Medical Services Director is responsible for providing pre-hospital care to Escambia County residents and individuals who are incarcerated in the Escambia County Jail. The Medical Director performs all duties which include advising, consulting, training, counseling, providing direct medical care and overseeing clinical providers and medical services, and appropriate quality assurance, including administrative and managerial functions. The Medical Services Director performs duties in diagnostic and treatment procedures. This position ensures that the Escambia County Corrections Department responds to all healthcare needs of the incarcerated individuals.
This is a "mandatory-testing" position that requires Drug Testing.
EXAMPLES OF DUTIES
The Medical Director shall meet all State guidelines as a physician and act as the responsible health authority, ensuring the organization and delivery of all Health Care in the facility. A responsible physician is a designated MD or DO who has the final authority at the facility regarding clinical issues. Health Care is the sum of all actions, preventive and therapeutic, taken for the physical and mental well-being of a population. Health Care includes medical, dental, mental health, nutrition and other ancillary services, as well as maintaining clean and safe environmental conditions.
The Medical Director shall perform all future duties when received in writing from the State of Florida or from the Corrections Department through the Escambia County Board of County Commissioners (BOCC).
The Medical Director shall approve, revise, and develop policies, procedures, and protocols, which affect patient care within Escambia County Corrections Department. The Medical Director shall conduct an annual review of all policies, procedures and protocols. The Medical Director shall take into consideration the results of the medical audits, to include current medical literature, accreditation standards and Corrections personnel and other interested persons.
The Medical Director shall be available 24 hours a day, 7 days a week, personally or by using standard protocols or through established procedures. The Medical Director must be available to advise, resolve problems, clarify system conflicts, and provide guidance to the Corrections Department. The Medical Director will be provided a monthly on call schedule prior to the prospective month depicting their on-call status over the next 30 days. Changes to the schedule shall be provided with as much notice as possible.
The Medical Director will attend the required MAC/CQI meeting on a quarterly basis. The Medical Director will conduct routine audits to review Jail Medicals performance. This shall include, but not be limited to, chart audits, direct observations, system protocols, and procedures review.
The Medical Director shall register with the U.S. Department of Justice, Drug Enforcement Administration, as the Escambia County Corrections Medical Services Director. This registration will enable the Countys Corrections Department to obtain the medications, fluids, and controlled substances necessary for its treatment protocols at the start of this Agreement.
The Medical Director shall ensure and certify that all controlled substances, medications, and fluids are properly secured in compliance with Chapters 499 and 893 of the Florida Statutes (www.leg.state.fl.us/statutes/) and 64J-1.021 of the Florida Administrative Code (FAC). The Medical Director is also responsible for enforcing adherence to all policies, procedures, and directives related to the security and handling of these substances.
The Medical Director may participate in the recruitment, selection and orientation of medical staff.
The Medical Director will act as a liaison between outside care providers, specialists, and hospitals.
The Medical Director shall complete any continuing education as required to maintain medical licensing.
Performs routine medical exams on patients.
Provides medical treatment and orders studies, tests, and ancillary services to effectively diagnose and treat inmates health condition and provide quality health care services.
Conducts chronic care clinics and establishes individualized treatment plans for inmates requiring ongoing medical and/or pharmaceutical therapy.
Conducts rounds of infirmary patients as required.
Performs History and Physical (H&P) examinations and assist with the patient sick call sessions.
Review and sign off prescribed labs, x-rays, and other diagnostic testing and ensures appropriate follow-up has been made, as indicated.
Refers to outside services as necessary.
The Medical Director shall perform all assigned duties as Medical Director for Escambia County Corrections Department by abiding by all rules, regulations, ordinances, policies and procedures as required by the Escambia County Board of County Commissioners or any authorized Personnel System.
The Medical Director will work in conjunction with the Health Services Administrator and Chief of Corrections related to any disciplinary action against an employee on patient care issues.
Evaluates all existing medical programs and assesses the health care needs of the inmate population, making recommendations regarding medical programs or services.
Directs, coordinates and supervises clinical services; reviews and approves treatment protocols, clinical policies and procedures; provides training for the clinical staff.
Upholds the Escambia County Board of County Commissioners policies and procedures, addressing staff concerns accordingly for resolution.
Monitors compliance with state and Department of Health regulations and with the National Commission on Correctional Health Care (NCCHC) nursing and medical practices, policies, procedures and guidelines with the goal of deficiency-free surveys.
Assists with the hiring, training, coaching, timely performance evaluations, scheduling and administration of discipline, including termination.
Serves as a resource to clinical staff for clinical and job-related questions and concerns.
Responds to Jail Health emergencies as required and provides guidance to participating corrections and health staff.
Assures compliance with HIPAA and maintains employee and inmate confidentiality.
Assures compliance with the Florida Model Jail Standards (FMJS) and the National Commission on Correctional Health Care (NCCHC), including maintaining certification as a Certified Correctional Health Professional (CCHP).
Performs other duties of as assigned or required.
