Description

• Open to Internal Candidates ONLY*

Provides semi-skilled labor to repair and maintain gasoline, compressed natural gas, hydrogen fuel cell, battery electric buses, paratransit vehicles and other motorized equipment in compliance with established procedures and maintenance standards to ensure the safety and reliability of the District's fleet vehicles.

CLASS CHARACTERISTICS:

This is a journey-level classification requiring the successful performance of the majority of assigned job tasks independently and consistent with established work standards and District protocols.

SUPERVISION RECEIVED AND EXERCISED:

This classification reports to the Maintenance Manager and Maintenance Supervisors. Minimal to moderate level of supervision and oversight is required. This classification does not supervise.

Examples of Duties

CORE COMPETENCIES

• Technical Expertise in Functional Area: Fundamental knowledge of varied mechanical systems related to large and small bus vehicles and other related equipment utilized in transit operations and maintenance.
• Collaboration and Teamwork: Work collaboratively alongside other Department/District team members, Supervisors, Managers and others contacted in the course and scope of work.
• Ethical Public Service: Embody and uphold ethical work standards, adherence to workplace policies and regulatory compliance requirements, demonstrate commitment to successful daily performance ensuring the public's trust.

ESSENTIAL FUNCTIONS:

• Repair and maintain gasoline, compressed natural gas, hydrogen fuel cell, battery electric buses, paratransit vehicles and other transportation equipment:
• Perform preventive maintenance inspections in accordance with all company and regulatory requirements. Includes lubrication, fluid and filter changes, visual inspection of components and mechanical adjustments as needed to ensure proper vehicle operation.
• Inspect, diagnose, and repair mechanical defects on fleet vehicles and equipment.
• Troubleshoot and repair vehicle defects from drivers' pre-trip or post trip vehicle inspections.
• Perform routine maintenance and repairs to HVAC systems.
• Perform routine vehicle maintenance repairs such as, but not limited to brake relines, wheel bearing service, engine valve adjustment and replacement of suspension components.
• Assist with engine, transmission, and differential replacements/exchanges.
• Assist with major overhauls of engines and transmissions.
• Perform minor component exchanges such as, but not limited to air springs, water pumps, air compressors, cooling system fan motors, hydraulic pumps and etc.
• Perform routine tire related work including dismounting, repairs, mounting, balancing, wheel removal and installation.
• Start up buses daily to ensure good running condition prior to vehicle's use in service.
• Perform service calls to repair or clean in-service vehicles.
• Possess knowledge of the District's Environmental Policy and performs assigned tasks in accordance with the environmental regulations, permit regulations, District environmental policies and procedures that have been communicated to them.
• Perform vehicle fueling /cleanliness functions on revenue and non- revenue vehicles as required.
• Operate a forklift to lift and move heavy objects.
• Use various hand and air powered tools to remove or tighten bolts, screws, fasteners, clamps, hoses and pipes.
• Use electrical test meters, gauges, measurement tools and test equipment.
• Operate a bus to exchange with disabled bus.
• Use a refrigerant recycler to recover, recycle, and charge refrigerant.
• Operate dispensers to dispense various oils and greases to lubricate equipment.
• Operate a fleet car or van to transport employees or clients.
• Operate service truck to assist in maintenance of buses on the street.
• Use hoists, jacks, and engine hoists to lift buses and vehicle components.
• Operate an air impact gun for tire exchanges.
• Operate tire machines and wheel balancing equipment.
• Operate a steam cleaner to clean engines and vehicle chassis components.
• Operate computers to enter fleet maintenance records.
• Operates buses and other District vehicles in and around the bus yard, shop/garage, and along public right-of-way.
• Troubleshoot and repair vehicle systems using various diagnostic equipment in accordance with all OEM and regulatory requirements.
• Comply with the Agency Safety Plan (ASP) regarding maintenance operations requirements, including compliance with CalOSHA, and other regulatory requirements related to assigned duties and responsibilities.
• Report unsafe conditions to management regarding workplace safety compliance.
• Correctly complete required documents related to equipment repairs, parts requisitions and other pertinent maintenance forms and required department records.
• Communicate effectively with drivers, dispatchers and other personnel to promote safe and efficient handling of service calls, vehicle breakdowns and bus exchanges as needed to support bus operations.
• Handle radio communications and coordinate road calls, when required/as needed.
• Keep shop and work areas clean.
• Pick up parts and materials from vendors.
• Inspect shop equipment and report all unsafe equipment to a supervisor.
• Operates buses and other District vehicles in and around the bus yard, shop/garage, and along public right-of-way.
• Maintain assigned Maintenance shop equipment.
• Report to work based upon assigned shifts which may include early morning, overnights, weekends, and holidays.
• Perform other related duties as assigned.

Typical Qualifications

EDUCATION, TRAINING, AND/OR EXPERIENCE:

• High school diploma or equivalent to graduation from high school (GED).
• Possess a valid California Driver's License with driving record acceptable to the District, along with three (3) years of driving experience.
• Prior experience performing auto/bus vehicle mechanic work is highly desirable.

LICENSES AND/OR CERTIFICATES:

Incumbents are required to obtain and/or maintain (renew) the required licensure and/or certification as a minimum requirement to perform the work of Mechanic C.

• TIA Tire Certification
• CNG Tank Certification
• Type II Refrigeration License
• Forklift Operators Permit

Incumbents must have obtained and must maintain (renew) the required ASE certifications listed below as a minimum requirement to perform the work of Mechanic C.

• ASE H-4 Transit Bus Air Brake Certification
• ASE H-8 Preventative Maintenance and Inspection Certification
• Two additional H series ASE Certifications

REQUISITE KNOWLEDGE, ABILITIES, AND SKILL LEVELS:

• Ability to obtain California Commercial Class "B" Driver's license with air brake and passenger endorsements within 6 months of position appointment.
• Ability to provide own hand tools and storage cabinet.
• Ability to obtain and maintain a certificate to operate a forklift.
• Ability to obtain and maintain a CNG / Hydrogen Tank Inspection Certification.
• Ability obtain and maintain a T.I.A. Commercial Tire Certification.
• Must possess and maintain an ASE Transit Bus Air Brake (H4) and Preventative Maintenance (H8) Transit Bus certifications, with two additional H series ASE Certifications.
• Requisite reading, mathematical, comprehension and written language skills in order to perform the essential requirements of the job.
• Adequate computer skills and ability to accurately record vehicle maintenance records electronically.
• Ability to follow instructions from Supervision and comprehend written procedures to complete work tasks.
• Ability to demonstrate a high degree of determination and commitment to personal and professional development and learning.
• Ability to learn effective use of vehicle diagnostic software applications. Ability to demonstrate a high degree of determination and commitment to personal and professional development and learning.
• Knowledge of principles of the mechanics of internal combustion engines

RECLASSIFICATION TO MECHANIC B FROM MECHANIC C

At the discretion of the department head, Mechanic C incumbents may be eligible for re-classification to Mechanic B contingent upon meeting the licensing, certification and experience required of the department. Mechanic C incumbents may be recommended for reclassification upon meeting the reclassification qualifications of the Mechanic B classification by providing proof of acquiring the professional designations/certificates. The minimum requirements for reclassification consideration, subject to performance review, recommendation and approval of the department director/manager and the CEO, includes the following:

A minimum of ONE (1) years of experience at the Mechanic C Level with Golden Empire Transit District AND any THREE (3) ASE Certifications Listed from these ASE Transit Bus Certifications (H Series).

• ASE Certification H1- Compressed Natural Gas (CNG) Engines
• ASE Certification H3 - Drive Train
• ASE Certification H5 - Suspension & Steering
• ASE Certification H6 - Electrical/Electronic Systems
• ASE Certification H7 - Heating Ventilation & Air Conditioning (HVAC)

ESSENTIAL PHYSICAL TASKS & ENVIRONMENTAL CONDITIONS

Environmental Demands

Exposure to extreme heat, 100°+, for up to 10 hours duration when performing repair work in summer weather. (District requires that employees wear appropriate light clothing and drink liquids to prevent dehydration). (O)Exposure to extreme temperature swings, 70°-110°, for up to 5 hours duration, when leaving air-conditioned office to work outside in summer heat. (District advises that employees drink liquids to prevent dehydration). (O)Exposure to extreme noise, up to 90 decibels, when using cleaning equipment, blowers and etc. (District requires that employees wear protective ear devices. (O) (District requires that employees use all required Personal Protective Equipment (PPE) while performing job duties.(F) (F) = Frequent (O) = Occasional (S) = Seldom

Exposure to explosions when fueling equipment. Risk involves the possibility of being burned. (District requires proper ventilation to dispenser fumes and strict adherence to all safety rules). (S) Exposure to fumes, unpleasant odors, and potentially health hazards when using cleaning chemicals. Risk of throat or lung irritation and/or loss of consciousness. (District requires proper ventilation, the use of Personal Protective Equipment (PPE) and adherence to all required and recommended safety rules). (F) Exposure to dust and fumes when performing vehicle maintenance. Risk of respiratory discomfort. (District requires the use of a facemask). Risk of eye or skin irritation. (District requires use of rubber gloves, safety glasses and conformance to hazardous waste/MSDS requirements). (F) Exposure to extreme cold, 30°, for up to 5 hours duration. (District advises employees to wear clothing suitable for weather conditions). Sit to make road calls, road test vehicles, and bring disabled vehicles into shop area. (F) Stand to perform repair procedures. (F) Walk to perform maintenance and repairs of equipment. Lift and move heavy or awkward items up to 50 pounds; safely operate a variety of tools and machines common to light construction and industrial maintenance; safely perform repetitive physical tasks such as manual shoveling, twisting and pushing/pulling, walking, standing bending, squatting, and kneeling; walking, bending, reaching above, and lifting (up to 50 pounds).

See in the normal visual range with or without correction; vision sufficient to read printed documents. Hear in the normal audio range with or without correction; hearing sufficient to utilize telephone and/or two-way radio equipment.

This position is classified as SAFETY SENSITIVE and incumbents are subject to RANDOM drug and alcohol testing.

All Golden Empire Transit District employees are designated "Disaster Service Workers" through state and local laws (CA Government Code Sec. 3100-3109). In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, GET employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees' normal work assignments and may continue through the recovery phase of the emergency.

As Disaster Service Workers, all Golden Empire Transit District employees are expected to remain at work, or to report for work as soon as practicable following a significant emergency or disaster.
