We are an employer of choice! Here's why:

  • Meaningful work: Ensure a healthy insurance market & protect Washington consumers.

About the Position

Are you a curious, analytical professional who enjoys digging into data, uncovering trends, and turning complex information into meaningful action? Do you have experience in the insurance industry and an interest in how insurance companies operate and serve consumers? If so, this may be the opportunity for you.

The Washington State Office of the Insurance Commissioner (OIC) is seeking a Market Conduct Researcher (Functional Program Analyst 3) to join our Market Conduct Oversight team. In this role, you will help ensure insurance companies doing business in Washington comply with state laws and regulations and that their practices are fair and appropriate for Washington consumers.

You'll take on meaningful, complex work that combines insurance expertise, data analysis, regulatory research, critical thinking, and problem-solving. You'll examine company records and regulatory filings, analyze consumer complaint and market data, identify trends and potential areas of concern, conduct Healthcare Benefit Manager (HCBM) data reviews, and help develop recommendations and regulatory actions. Your work may also contribute to broader market analysis and consumer protection efforts across the state.

This is a great opportunity for someone who enjoys working independently while collaborating with regulatory professionals, insurance companies, providers, and other state and federal regulators. You'll have the opportunity to continually expand your knowledge of insurance regulation, emerging marketplace issues, analytical tools, and best practices while contributing to work that directly supports the OIC's mission.

Why you may be a good fit

You may thrive in this position if you:

  • Bring professional experience in the insurance industry and understand how insurance products, operations, or regulatory requirements intersect with consumer protection.
  • Enjoy researching, analyzing, and connecting the dots across large or complex datasets, documents, filings, and other sources of information.
  • Have a natural curiosity and are comfortable asking questions, investigating potential issues, and following the evidence wherever it leads.
  • Can interpret laws, regulations, policies, and technical information and translate your analysis into clear findings and recommendations.
  • Are comfortable working with data and analytical tools and are interested in using technology to identify trends, outliers, and emerging issues.
  • Can manage detailed work independently, exercise sound judgment, and communicate your findings clearly to both technical and non-technical audiences.
  • Value accuracy, confidentiality, professionalism, and integrity-especially when working with sensitive regulatory information.
  • Enjoy continuous learning and are energized by a role where the issues, data, and regulatory landscape are constantly evolving.

Experience with regulatory compliance or examinations, healthcare benefit plans, market conduct, data science or research, NAIC systems, or tools such as TeamMate, ThoughtSpot, or Snowflake is a plus. Professional designations such as MCM, FLMI, CIE, or AIE are also valued.

Most importantly, we're looking for someone who can combine strong insurance knowledge with analytical curiosity and sound judgment-someone who wants their work to have a real impact on consumers and the insurance marketplace in Washington.

If you're motivated by challenging questions, meaningful analysis, and public service, we invite you to consider joining the Market Conduct Oversight team.
