Description

Graham Technologies is seeking an experienced Marine Operations (MO) Software Development Lead to provide technical leadership for software development and IT support activities supporting NOAA marine operations. The Software Development Lead will oversee application design, development, integration, testing, deployment, maintenance, and troubleshooting for ocean-going vessels, marine mission systems, unmanned systems, and shore-based support environments.Location: Hybrid - Norfolk, VA; Washington, DC; and/or Lakeland, FLKey Responsibilities:Lead software development activities supporting NOAA Marine Operations mission requirementsProvide technical direction and mentorship to software-development personnelLead requirements analysis, architecture, application design, development, testing, integration, deployment, and maintenanceTranslate shipboard and marine operational requirements into secure, resilient, and maintainable software solutionsSupport applications associated with ocean-going vessels, marine mission systems, scientific operations, and unmanned marine systemsDesign and maintain software capable of operating effectively in remote, intermittently connected, and bandwidth-constrained environmentsLead troubleshooting and root-cause analysis for complex software, integration, data, and performance issuesApply secure software-development and DevSecOps practices throughout the development lifecycleEstablish standards for source control, code review, testing, release management, configuration management, and technical documentationCoordinate integration with shipboard and shore-based networks, servers, databases, identity systems, and cybersecurity servicesEvaluate legacy applications and recommend modernization, automation, integration, resilience, and maintainability improvementsDevelop and maintain technical documentation, design artifacts, operating procedures, and knowledge-transfer materialsMentor developers and perform technical and quality reviewsSupport resolution of mission-critical software issues affecting vessel or marine operationsCoordinate technical priorities, risks, dependencies, and schedules with the Program Manager and Government stakeholdersRequired Skills:Experience:Minimum 8 years of software development or software engineering experienceMinimum 3 years serving as a Software Development Lead, Senior Developer, Software Architect, or equivalentExperience across the complete software development lifecycleExperience developing and supporting distributed, remote, or mission-critical applicationsDemonstrated experience troubleshooting complex software and systems-integration issuesEducation:Bachelor's degree in Computer Science, Software Engineering, Information Technology, Computer Engineering, or related technical fieldClearance:Ability to satisfy all Government security, suitability, and access requirements applicable to the positionCertifications / Tools:Experience with source control, CI/CD, automated testing, APIs, databases, and configuration-management technologiesExperience with secure software-development and DevSecOps practicesDesired Skills:Experience:NOAA, Department of Commerce, DoD, or Federal IT experienceExperience supporting ocean-going vessels, shipboard IT, marine systems, scientific platforms, or unmanned marine systemsExperience supporting software in remote or intermittently connected environmentsExperience supporting high-latency/low-bandwidth satellite-connected environmentsEducation:Master's degree in Computer Science, Software Engineering, Engineering, or related technical disciplineCertifications / Tools:Cloud, DevSecOps, cybersecurity, or software-development certificationsExperience with containerization, orchestration, automated deployment, and modern application architectureCompensation:At Graham Technologies, we believe in treating everyone with fairness and respect.
