Title - Marine Mammal Recovery Analyst

Location: Silver Spring, MD / Hybrid
Employment Type: Contract



Position Summary


Support NOAA programs focused on marine mammal conservation, fisheries bycatch reduction, and recovery of large whales and other protected species. Conduct research and analysis supporting management actions, regulatory requirements, reports, and public inquiries.


Key Responsibilities


  • Support implementation of MMPA Sections 117/118 and applicable ESA requirements.
  • Assist with marine mammal stock assessment reports and List of Fisheries.
  • Support take authorizations, congressional reports, and related documentation.
  • Analyze and support bycatch reduction and marine mammal management measures.
  • Support ESA recovery planning and 5-year reviews for large whales.
  • Research and synthesize scientific, policy, and regulatory information.
  • Respond to public inquiries, petitions, comments, and FOIA-related requests.
  • Balance conservation objectives with fisheries and regulatory considerations.
Required Qualifications


  • Experience in marine mammal conservation, fisheries bycatch, protected species, natural-resource policy, or related scientific/regulatory work.
  • Strong research, analytical, technical writing, and document-review skills.
  • Ability to interpret and synthesize scientific, statutory, and regulatory information.
  • Must be eligible to work in the U.S. and obtain required credentials.
Preferred Qualifications


  • Experience with MMPA, ESA recovery planning, stock assessments, List of Fisheries, or take authorizations.
  • Experience with commercial fisheries, bycatch reduction, or large-whale conservation.

This is a remote position.
