DESCRIPTION: This is professional services work of a supervisory nature in analyzing and assessing current and long-term trends in investment or self insurance activities of companies and businesses. Work includes determining compliance of self insurers with applicable laws, rules, regulations, and guidelines; and analyzing investment activities of insurance companies. Work is performed under limited supervision.

REPRESENTATIVE TASKS: Assesses current and long term trends in investment or self insurance risks and other information in order to determine financial impact and company stability. Summarizes data, sets forth current and long term risk trends, and measures economic influence and information impacting insurance company investment programs in order to determine status of investments. Researches and analyzes losses and adverse financial trends in order to suggest remedial measures. Determines compliance with applicable laws, rules, regulations, and guidelines in order to provide continuing authority to individual or group self insurers. Determines bond values on deposit funds, tests assets portfolios, values securities, and analyzes insurers credit in order to verify company's financial viability. Performs studies regarding self insurance plans in order to determine plan feasibility. Analyzes applications from companies for self insurer status in order to determine financial viability of applicant to self insure. Implements and complies with human resource laws, policies, procedures and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: Knowledge of accounting theory, principles, and practices. Knowledge of federal and state laws, rules, and regulations governing the regulation of the insurance industry. Knowledge of self insurance principles and programs, surety bonding, and primary excess insurance. Ability to supervise subordinate personnel. Ability to analyze and evaluate financial records, reports, and systems. Ability to analyze and assess investment and self insurance activities. Ability to evaluate, summarize, and report on analysis findings. Ability to establish and maintain effective working relationships. Ability to use applicable computer programs.

MINIMUM QUALIFICATIONS: An eight (8) year combination of education and/or experience in financial analysis and/or the analysis of insurance industry practices.
