Job Summary:

GENERAL DESCRIPTION
The Manager SORNA manages the day-to-day activities, staff operations, and data entry for the Sexually Violent Offenders Registration using the Territory Tribal Sex Offender Registry System (TTSORS) and National Sex Offender Registry (NSOR). Maintains oversight of all sex offenders within the reservation, including the resources used for tracking.

Job Duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Provides direction to SORNA staff and program-assigned staff.
• Responsible for ensuring the current sex offenders’ database is current per SORNA.
• Assists with grant research and management.
• Assists with developing policies, and procedures and makes recommendations for the Tribal Code.
• Responds to callers, and other inquiries from law enforcement, Probation, Parole, and Pardon (PPP) as needed.
• Performs research to maintain updated records and requires audit of records frequently and thoroughly to ensure records integrity and accountability in accordance with NCIC/FBI policy.
• Works with PPP, Oklahoma Department of Corrections (DOC), DMV, and other government entities to obtain current validation or movement, releases, and changes in vital information related to sex offenders.
• Interviews offenders to obtain pertinent information.
• Conducts training for SORNA staff, tribal officials, tribal employees, officers, and communities.
• Uses NCIC terminal to validate any outstanding warrants or changes to offenders' records.
• Required to create new records and collect all pertinent data required to establish new/change records for offenders.
• Interviews offenders and obtains/manages their personal information/data to ensure compliance with all court orders as per Cherokee Nation Sex Offender Registration and Notification Act CNCA Title 57 Chapter 1 to ensure the agency meets the tribal compliance requirements.
• Ensures registration information, status changes, and modifications are entered immediately into the sex-offender registry database.
• Responsible for notifying DOC and NSOR when violent sex offender's records are no longer valid so that DOC and NSOR may clear the records.
• Responsible for the agency meeting the requirements for SORNA, in a digitized format to meet immediate requirements for access and transmission to other Law Enforcement entities.
• Maintains the timeliness, accuracy, and completeness of all entries to meet the requirements of NSOR as prescribed by tribal, state, and federal laws; and be prepared to answer questions concerning vital and significant data to safeguard that Cherokee Nation sex offender program meet the requirements during the annual audits.
• Responsible for the protection, privacy, and establishment of security precautions guidelines for the controlled area to maintain confidentially at all times.
• Responsible for meeting and obtaining all training and NCIC certifications necessary based on Tribal Access Program (TAP) or any criminal jurisdiction information tool to operate and perform the fingerprinting and stay abreast of terminology related to the entry.
• Must be familiar with operational guidelines, plus guidelines for all digital systems integrating into or out of the systems locally and nationally.
• Follow the comparison procedures for data accuracy and attention to detail so that the information disseminated is timely and error-free.
• Required to assist with developing policy as it pertains to Sex Offender Registration and meet all required tribal, federal, and state standards accordingly.

• Performs other duties, tasks, and services consistent with this position as assigned.


LEVEL OF RESPONSIBILITY
• This position directly oversees SORNA employees within Cherokee Nation Marshal Service.

Qualifications:

QUALIFICATIONS
• Bachelor’s degree in criminal justice or equivalent combination of education and experience in lieu of degree.
• One (1) year of experience in a related field.
• Must be twenty-one (21) years of age with no felony convictions.

PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is regularly required to use hands to finger, handle or feel, reach with hands and arms, talk or hear. The employee is frequently required to stand, walk, sit, taste, or smell. The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distant vision, color vision, peripheral vision, depth perception, and the ability to correct/adjust focus.


CERTIFICATES, LICENSES, REGISTRATIONS
• Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating.
• Possess or obtain first aid and CPR certification within six (6) months of hire and maintain throughout employment.


OTHER REQUIREMENTS
• The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).
• Must meet and maintain periodic background investigation and adjudication for childcare and law enforcement.
• Must live within the Tribal jurisdictional service area.
• Must comply with Cherokee Nation Marshal Service’s policies, procedures and code of conduct.
