Job Summary
This position is responsible for overseeing and supervising the performance of up to 65 team-members located at the Duvall Residential Center (DRC). Incumbent in this position ensures accountability and oversight over a work release facility that houses a maximum of 350 residents. Team members are responsible for the supervision of residents, development of case plans, referrals to services and programming, processing arrivals and releases, and general maintenance of the facility. Incumbent is directly responsible for public safety, resident and team-members safety, team-members accountability, as well as adherence to evidence-based practices within the facility. The incumbent will assist the Chief Deputy Director in agency-wide decision making in addition to providing assistance in the absence of the Chief Deputy Director. The incumbent will have wide latitude to make decisions related to public safety, team-members safety, combined with resident safety and accountability for records management, maintenance and retention, dissemination of customer information and administrative services. The incumbent operates within a wide range of discretion on matters such as hiring and terminations. Incumbent can deviate from standards as established within the appropriate policies, procedures and laws under their control. Ability to effectively identify and evaluate available data and to exercise sound judgment. Incumbent is responsible for the productivity of team members and cost effectiveness of programs. Incumbent has the freedom to use judgment while assisting in policy formulation and in all types of negotiations. Position is required to be on call 24-hours even (7) days a week and participate in a rotating schedule. Position reports to the Chief Deputy Director.

Qualifications
Bachelor's degree in Criminal Justice, Business Management, or related field and eight (8) years of experience in the criminal justice field. An equivalent combination of education, training, and experience required, in the absence of a college degree. Ability to establish and maintain effective organizational and public relations. Ability to communicate effectively both orally and in writing. Must be skilled in establishing cost effective programs and quality control. Must have knowledge and a proven track record in leadership, management, contracts, personnel and process performance measurement, investigative principles and practices used in insuring compliance with appropriate state and federal laws. Must know the regulations and requirements of court evidence. Must interface with the public regarding procedures. Must be able to interpret and explain court decisions to clients, others, municipal boards, committees, and managers. Emotional intelligence when dealing with people of all backgrounds. Knowledge and use of Microsoft Office. Must have and maintain a valid driver's license.

IMPORTANT PERF UPDATE:
Annuity Savings Account (ASA) -This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. Youre always vested in your ASA portion - its always yours.
Pension - The pension portion of the retirement benefit is funded by contributions made by the employer over the course of the employees career and separate from the annuity savings account. Employees enrolled in the PERF Hybrid plan are eligible for retirement benefits at age sixty-five (65) if they have ten (10) or more years of creditable service. After June 30, 1995, employees may retire at age sixty (60) with at least fifteen (15) years of credible service or if the members age in years plus the years of credible service equals at least 85 and the member is at least fifty-five (55) years of age. With fifteen (15) or more years of creditable service, the employee may retire as early as age fifty (50) with a reduced pension.
With the PERF My Choice: Retirement Savings Plan, the ASA is split up into two parts:
Part one - This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. Youre always vested in your ASA portion - its always yours.
Part two - This consists of an additional variable rate contribution paid by the City toward your ASA. This variable rate contribution is currently 1% of your gross wages. Vesting in the value of the variable rate employer contribution will vary by length of participation. You are:

The Indiana General Assembly has enacted a provision that allows public employees to make voluntary contributions in addition to the mandatory three percent (3%) contributions. Employees may contribute up to an additional ten- percent (10%) of their compensation per pay period to the annuity savings account. This means that the maximum level of contributions to the annuity savings account under this new provision is thirteen percent (13%) of an employees compensation per pay period.
Employees who separate from the city within their first ten (10) years of employment need to contact INPRS - PERF regarding their ASA account.
