A vacancy exists in the Recruitment and Talent Acquisition Division, Office of Human Resources.

Examples of Duties

Under general supervision, oversees and performs advanced professional human resources administration work in all aspects of recruitment and talent acquisition functions including developing recruitment strategies, talent sourcing, reviewing and evaluation of candidates, screening, developing interviewing panels, talent acquisition and assisting departments with the selection of candidates for employment.

Essential Functions

  • Coordinates and reviews the work of professional and support personnel engaged in human resources administration and recruitment activities.
  • Establishes, administers, and updates standard operating procedures (SOP) to implement policies, and to ensure consistency of human resources administration activities.
  • Provides lead administration, approvals and training on County's recruitment and talent acquisition system (NEOGOV).
  • Reviews and qualifies applications based on minimum qualifications for vacant positions in NEOGOV. Prepares final eligible lists, refers top candidates to hiring departments.
  • Conducts research and studies, and prepares recommendations to assist in recruitment and talent acquisition policy development. Interprets and ensures compliance with applicable human resources laws, rules, regulations, policies and procedures, and memorandum of understanding.
  • Oversees employment background process and verification for new hires, promotions, transfers or employment status changes.
  • Creates and oversees recruitment and retention activities with County departments and other private and public organizations.
  • Researches and responds to inquiries, writes and edits correspondence, schedules interviews and meetings, etc.
  • Creates and prepares various reports for senior management.
  • Provides statistical analysis of Recruitment activities and makes recommendations on improvements, both in process and systems.
  • Participates in other countywide departmental projects related to recruitment and talent acquisition.
  • Performs other duties as required.

Knowledge, Skills and Abilities

  • Knowledge of recruitment and acquisition principles including sourcing, screening and retention strategies.
  • Knowledge of human resources law, rules, regulations, policies, procedures, and memorandum of understanding. Knowledge of labor relations.
  • Knowledge of statistical concepts and data analysis used in human resources administration and research.
  • Knowledge of Federal and State equal employment opportunity laws and practices.
  • Ability to analyze a variety of information and to recommend appropriate actions.
  • Ability to interpret, apply and explain human resources policy and procedures both verbally and in writing.
  • Ability to multitask and adjust to competing and shifting priorities.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively.

Qualifications

Required Qualifications

Graduation from an accredited college or university with a bachelors degree, preferably in human resources administration, business or public administration, or psychology; plus four years professional experience in human resources administration.

(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelors degree in human resources administration, business or public administration, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)

Must hold and maintain a current HR Certification through HR professional organizations including but not limited to, Society of Human Resources Management (SHRM), Human Capital Institute (HCI) and The Public Sector HR Association (PSHRA) within 6 months of employment.

Preferred Qualifications

  • Two or more years as an experienced In-House or External Recruiter, or within Recruitment/Talent Acquisition Operations preferred.
  • Two or more years as a Manager or Team Lead within a Human Resources Team.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance

General Increases - Cost of living increases and adjustments may be granted as legislated.

Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
