SAIC''s Horizon program is seeking you, our latest Manager, Program Analyst to support the U.S. Space Forces mission of delivering warfighter capability via the Space Systems Command''s Space Domain Awareness and Combat Power and Battle Management, Command, Control and Communications weapon system portfolios. We work out of our sunny El Segundo, California office.

The Horizon program is supporting Government weapon systems program offices with subject matter experts that have a background with the Department of Defense major capability acquisition process. Horizon team members provide systems acquisitions and program management support on various capability development programs that are intended to protect and defend the Nation''s most valuable space assets. Our team is at the forefront of the advising and assisting the Government throughout the full lifecycle of systems acquisition processes that enable in most instances, rapid fielding to meet warfighter needs

Typical responsibilities include:

• Manage a team of project management professionals across a large growing space portfolio. Execute annual performance reviews and off-cycle feedback reviews with direct reports. Advise government program managers regarding acquisition strategies, program baseline, execution, schedules, contracting, and budgeting.
• Manage and prepare monthly status reports, coordinate and execute weekly staff meetings, periodic technical interchange meetings, and develop acquisition plans, schedules, and executive program briefings.
• Manage, develop, draft, and coordinate overarching program planning and execution documents as prescribed by/tailored from DoDI 5000.02 / Acquisition Framework, and relevant DoD, AF, and local unit policies that pertain to rapid prototyping.
• Manage and provide programmatic assessments of contractor baseline & execution, to include, but not limited to, Integrated Baseline Reviews (IBR), design/milestone reviews to assess mission requirements, risks/issues/opportunities, financial/cost analysis, and the ability to provide in-depth analysis of contractor Integrated Master Schedules (IMS) for impacts/opportunities that may affect final product delivery, integration, and mission readiness.
• Manage and provide program element coordination, staffing and monitoring; advise and assist leadership and government customers regarding funding commitments, obligations, and expenditures as well as drafting and supporting delivery of program funding documentation and monthly customer financial reports.

Qualifications

This is you:

• Bachelor's degree in business management or equivalent business-related, or in engineering, and with 15 or more years (Master's degree 13 or more years) in government weapon systems acquisitions, and program management or business management within the Department of Defense.

• Experience with the:

• Department of Defense Major Capability Acquisition (MCA) System process.

• Joint Capabilities Integration and Development System (JCIDS) process.

• Planning, Programing, Budget and Execution (PPB&E) process.

• Must have an in-scope security background investigation (T5 or SSBI), adjudicated for Sensitive Compartment Information (SCI) eligibility and enrolled in the Continuous Evaluation (CE) program, (if applicable).

• Must be willing to be nominated for access to SCI and Special Access Programs (SAP) and willing to consent to a Polygraph examination.

You will wow us even more if you have these skills:

• Experience in the National Security Space and, or the Space Control mission area.
• Experience working directly with U.S. Government customers.
• Master's degree in business management, technical management, and/or engineering.
• Professional certifications (e.g., PMI PMP).

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
