Manager, Planning and Development

Reporting to the Director, Tribal Planning & Development, the Planning & Development Manager (P&D) manages multiple projects at one time in various phases of development. Meets or exceeds established goals including project delivery, scheduling, budgeting, profitability, subcontractor relations, document management, change management, forecasting/risk analysis, cost and schedule integration and reporting. This role collaborates, initiates, and supports opportunities with other functions by championing the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribe's vision, mission, and values. This role also assists the Director, Tribal Planning and Development in the planning and direction of the day-to-day operations and long-term strategic direction of construction projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Develops and maintains financial models, proformas, forecasts, and long-range plans to support acquisitions, leasing strategies, capital investments, asset management, and development initiatives, while ensuring accuracy, scalability, and alignment with enterprise objectives and performance outcomes.

2. Leads real estate development projects from site identification through entitlement, permitting, construction, and project completion. Manages entitlement processes including General Plan amendments, zoning changes, conditional use permits, variances, subdivision maps and development agreements. Identifies and evaluates development opportunities based on market demand, financial feasibility, and organizational objectives.

3. Identifies, evaluates, and pursues land, commercial, residential, and development acquisition opportunities. Negotiates purchase and sale agreements, options, easements and other real estate transactions. Coordinates due diligence activities, including title review, environmental assessments, appraisals, survey and zoning compliance. Builds and maintains relationships with property owners, brokers, developers, government agencies and community stakeholders.

4. Leads the preparation and implementations of comprehensive, master, strategic and long range land use plans. Develops planning frameworks that integrate housing, economic development, infrastructure, transportation, utilities, environmental resources and community facilities. Coordinates planning efforts among government agencies, developers, consultants, engineers and architects.

5. Leads enterprise-wide financial planning, analysis, and reporting by owning the preparation of monthly, quarterly, and annual performance reports; synthesizing complex financial data; analyzing variances against budgets, forecasts, and historical results; proactively identifying risks and opportunities; and delivering strategic, data-driven recommendations to senior leadership to guide decision-making and performance outcomes.

6. Leads asset management analytics and portfolio performance oversight by monitoring key asset metrics, directing budgeting and forecasting processes, tracking initiatives and milestones, and delivering insights that drive long-term growth, operational efficiency, and cost optimization across the portfolio.

7. Ensures the accuracy and completeness of all project documentation submitted by third party vendors, consultants, contractors, or subcontractors, in addition to the setting up and maintaining of job files, generating contractual agreements/purchase orders, and changing orders with consultants, contractors and vendors.

8. Performs other duties as assigned to support the ecient operation of the department.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

• Bachelor's degree in Architecture, Accounting, Finance, Development, Engineering or Construction Management required.
• Minimum of ten (10) years of progressive responsible experience in one or more of the following areas: strategic planning, portfolio management, financial analysis, feasibility studies, real estate acquisitions, leasing, entitlements, and development management required.
• Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

• Experience with real estate valuations, pro forma modeling, development feasibility analysis and return on investment calculations.
• Must possess advanced level knowledge in CEQA/CEPA compliance, building codes and regulations, permitting processes, environmental regulations and various community development programs.
• Must be able to provide portfolio strategy recommendations, capital improvement planning and long-term asset recommendations.
• Must perform research and analysis including investment underwriting and economic trend analysis. Thorough knowledge of legal issues and safety standards is essential.
• Must be proficient in contract management, vendor and consultant coordination and escrow management.
• Business acumen to negotiate major contracts, including the ability to see the "big picture".
• Technical level experience with Microsoft Professional Office Tools such as MS Word, Excel, Outlook, Power Point and Project Management software experience such as MS Project.
• Ability to multi-task and prioritize effectively in a dynamic, fast-paced environment with demonstrated organizational and time management skills.
• Must maintain a strict level of confidentiality and act in a manner consistent with all legal and regulatory requirements and in compliance with relevant laws and regulations.
• Must be personable and professional, capable of using caution and discretion in communication.

LICENSES, CERTIFICATIONS AND REGISTRATIONS

• At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
• Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver's license with an acceptable driving record as determined by the insurance carrier is required.

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS - ENVIRONMENT

• Primary work environment is in a climate-controlled office setting.
• Work requires travel to attend meetings, trade shows, and conferences.
• Incumbents may be required to work evening, weekend and holiday shifts.
• Must be able to work in a fast-paced, high-demand environment.
• Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.
• Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
• Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.
• Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.
• Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.
• Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.
• Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.
• Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.
• The employee may be exposed to fumes or airborne particles including secondhand smoke.
