Position Summary

The Manager of Student Health Access provides leadership and oversight for student-facing administrative operations within Student Health Services. This position is responsible for healthcare access services, insurance administration, provider credentialing, revenue cycle support, health information oversight, STAT referral coordination, customer service operations, and administrative support functions. The manager serves as a primary resource for students, staff, providers, and external partners regarding healthcare access, insurance coverage, billing processes, medical records, and operational services while ensuring compliance with university policies, HIPAA regulations, accreditation standards, and healthcare industry best practices. The position supervises administrative support staff and develops processes that support efficient operations and a positive student experience.

Minimum Qualifications

  • Relevant bachelor's degree and one year of experience related to the area of assignment.
  • All degrees must be received from appropriately accredited institutions.

Additional Required Certifications, Licensures, and Certificates Preferred Qualifications

  • Bachelor's degree in Health Information Management or related discipline; or completion of an accredited Medical Record Technician program and two years of experience in Medical Record work.
  • Experience in Health Information and electronic health records.
  • Full knowledge regarding HIPAA.
  • Experience in University/College Health.

Student Access & Support Services

Essential Tasks

  • Oversees front desk and student support operations.
  • Ensures exceptional customer service for students, parents, faculty, staff, and visitors.
  • Assists students with insurance questions, billing concerns, STAT referrals, and healthcare navigation.
  • Serves as a resource regarding student accounts, insurance coverage, healthcare access, and SHS administrative processes.
  • Coordinates communication between students, providers, Mental Health and Spartan Well-Being, Student Affairs, and external healthcare organizations.
  • Supports SOAR and other student engagement initiatives.
  • Develops and implements service standards that support a student-centered environment.

Percentage Of Time 25% Key Responsibility

Insurance Administration, Credentialing & Revenue Operations

Essential Tasks

  • Oversees provider credentialing and recredentialing activities with commercial and governmental insurance carriers.
  • Serves as Office Administrator for Medicaid enrollment and credentialing.
  • Maintains provider participation with BCBS, Cigna, MedCost, United Healthcare, CorVel, Zelis, and other payers.
  • Manages payer portals and provider enrollment systems.
  • Serves as secondary administrator for Waystar and insurance-related systems.
  • Oversees ERA enrollment and electronic payment processes.
  • Processes refunds and account adjustments related to healthcare services.
  • Responds to insurance, billing, and student account inquiries.
  • Collaborates with billing and accounts receivable functions.
  • Assists with revenue cycle workflow development and process improvement.

Health Information Administration & Compliance

Essential Tasks

  • Oversees management of health information contained within electronic health records and related systems.
  • Ensures compliance with HIPAA, FERPA, university policies, and healthcare regulations regarding privacy, confidentiality, retention, release, and security of information.
  • Maintains policies and procedures related to health information management.
  • Conducts routine audits and quality assurance reviews of records and documentation.
  • Coordinates responses to requests for medical information and documentation.
  • Maintains administrative oversight of medical records processes.
  • Provides guidance to clinical and administrative staff regarding records management and documentation requirements.
  • Supports accreditation, licensing, compliance, and regulatory review activities.
  • Ensures security of protected health information.

Percentage Of Time 15% Key Responsibility

Care Coordination & Operational Support

Essential Tasks

  • Coordinates STAT referrals and continuity of care activities.
  • Supports emergency room transfers and follow-up processes.
  • Coordinates emergency transportation services and after-hours support arrangements.
  • Manages incident reporting processes and administrative follow-up.
  • Collaborates with clinical staff to improve patient flow and operational efficiency.
  • Participates in Medicat implementation and optimization efforts.
  • Participates in provider meetings, leadership meetings, worker's compensation meetings, fee committee activities, and operational planning initiatives.
  • Develops workflows and procedures that improve efficiency and service delivery.

Leadership, Supervision & Performance Management

Essential Tasks

  • Supervises Student Support Specialists, Administrative Support Specialists, and other assigned personnel.
  • Develops work schedules and staffing plans to ensure operational coverage.
  • Conducts recruitment, onboarding, training, coaching, and performance evaluations.
  • Monitors employee performance and implements corrective action when necessary.
  • Develops staff competencies related to customer service, insurance administration, health information management, and operational support.
  • Promotes professional development opportunities for direct reports.

  • Participates in departmental strategic planning initiatives.
