Your impact
The Manager of Performance, Resourcing and Governance, Digital & Data Americas converts operational discipline into revenue growth and delivery continuity. The role connects sales bookings and burn forecasts with hiring lead times and realistic capacity build; maximizes billability; grows priority capabilities; protects delivery through operating-model shifts; tracks strategic hires; expands use of GID teams in Krakow and Bangalore; and establishes consistent governance across Americas East, West, Environmental, and Federal teams.
THREE PILLARS OF THE ROLE
PERFORMANCE
Business forecasting, sales reviews, executive performance reporting, and timely insight into the drivers of revenue, margin, pipeline, bookings, backlog, and operating results.
RESOURCING
Personnel deployment to maximize billability, build priority capabilities, maintain delivery continuity through operating-model shifts, track strategic hires, and increase use of GID teams in Krakow and Bangalore.
GOVERNANCE
Consistent application of sales, pricing, procurement, contracting, risk, approval, and audit requirements for standalone and embedded digital work across the Americas.
KEY RESPONSIBILITIES
BUSINESS PERFORMANCE, P&L VISIBILITY & FORECASTING
- Maintain a current enterprise view. Track revenue, gross margin, operating profit, pipeline, bookings, forecast, backlog, budget, revenue burn, delivery capacity, and other agreed operating metrics.
- Support performance and sales reviews. Prepare executive-ready reporting and coordinate recurring reviews that connect sales growth, delivery capacity, revenue conversion, margin performance, and operating risks.
- Enable decisions. Identify trends, risks, opportunities, and performance gaps; escalate material issues promptly and frame recommended actions or decisions.
- Own sales-to-burn and capacity forecasting. Translate pipeline and bookings into credible burn forecasts that reflect delivery timing, available skills, utilization, hiring lead times, onboarding, attrition, and the realistic pace of internal and GID capacity build.
RESOURCING, CAPABILITY & DELIVERY CONTINUITY
- Maximize billability and deployment. Connect forecast demand, project needs, skills, availability, utilization, and capacity to place personnel effectively and reduce avoidable bench time.
- Grow priority capabilities. Translate market and delivery demand into capability plans, development priorities, and targeted staffing actions that strengthen the D&D Americas offer.
- Maintain delivery continuity. Anticipate and manage staffing, role, and handoff impacts during operating-model shifts so client commitments, institutional knowledge, and delivery performance remain protected.
- Track strategic hires and expand GID usage. Maintain visibility into critical hiring needs and progress, while driving deliberate adoption of GID capacity and capabilities in Krakow and Bangalore.
GOVERNANCE, COMMERCIAL DISCIPLINE & RISK
- Build consistent governance. Harmonize review and approval practices across Americas East, West, Environmental, and Federal teams, reducing friction while maintaining appropriate controls.
- Maintain BMS alignment. Stay current on applicable Business Management System requirements and translate changes into practical guidance, controls, and operating practices.
- Coordinate risk and approvals. Assess required risk levels, identify approval pathways, assemble decision-ready information, and drive timely approvals with accountable leaders and functions.
- Maintain commercial discipline. Coordinate prime and subcontracted engagement controls across commercial, procurement, contractual, risk, approval, and delivery interfaces.
- Audit and improve. Check compliance, data quality, approval evidence, and process adoption; address gaps and improve controls.
ADDITIONAL RESPONSIBILITIES
GROWTH EXECUTION & GO-TO-MARKET ENABLEMENT
- Support the growth strategy. Enable direct digital sales, integrated digital growth, PA Consulting synergy, and coordinated go-to-market activity across Jacobs Americas.
- Track priority growth activity. Maintain visibility into strategic pursuits, integrated digital opportunities, phased market priorities, ownership, next steps, decision points, and progress.
- Build repeatable enablement. Develop practical tools, templates, playbooks, and communication mechanisms that improve early digital engagement, opportunity identification, pursuit support, and joint execution.
OPERATING MODEL, ALIGNMENT & CAPABILITY ENABLEMENT
- Operationalize the operating model. Help define and continuously improve roles, responsibilities, decision rights, handoffs, capability ownership, engagement pathways, and escalation channels.
- Enable coordinated delivery. Improve how teams access, deploy, and coordinate digital capabilities across Jacobs, PA Consulting, and GID.
- Integrate sales and workforce planning. Create a single view of bookings, projected burn, demand timing, billability, utilization, available capacity, capability gaps, hiring lead times, strategic hires, and GID deployment so capacity build is synchronized with the work most likely to convert.
- Operate as one platform. Create consistent mechanisms that help D&D Americas function as a cohesive digital delivery platform rather than a collection of isolated offerings.
MANAGEMENT SYSTEMS & DATA DISCIPLINE
- Strengthen management information. Improve the quality and usability of CSP, dashboards, trackers, leadership reporting, initiative tracking, and platform performance metrics.
- Close visibility gaps. Reconcile business activity with official systems, including pipeline, opportunity tagging, delivery plans, ownership, capacity, reuse, and PA/D&D synergy.
- Maintain structured controls. Keep reliable records of strategic priorities, business risks, platform enablers, leadership decisions, approvals, and follow-up actions.
LEADERSHIP PROFILE
- Business and financial acumen. Demonstrated ability to interpret P&L, forecast, pipeline, sales, budget, and operational data and convert it into executive insight and action.
- Strategic resourcing leadership. Success optimizing billability, deployment, capability growth, delivery continuity, strategic hiring, and global delivery centers in a matrixed organization.
- Commercial and governance judgment. Working knowledge of sales, pricing, procurement, contracting, risk, approval, and audit disciplines for professional services and digital solutions.
- Clear communication. Ability to synthesize complex information, communicate clearly with senior leaders, and prepare concise, decision-ready materials.
- Digital business fluency. Understanding of digital services, data and analytics, AI, platforms, software or license models, and technology-enabled delivery within infrastructure and AEC environments.
- Collaborative influence. Credibility to align sales, delivery, finance, legal, procurement, IT, PA Consulting, and business-unit stakeholders.

Here's what you'll need
- Education and experience. Bachelor's degree in business, finance, operations, engineering, technology, or a related field, with significant experience in business operations, performance management, resource planning, or governance within a complex professional-services environment; advanced degree preferred.
- Financial and operational management. Demonstrated experience with P&L performance, forecasting, pipeline, bookings, backlog, revenue conversion, margin, utilization, capacity, and executive reporting.
- Workforce and capability planning. Proven ability to connect demand forecasts with skills, deployment, billability, hiring plans, onboarding, and global delivery capacity across a matrixed organization.
- Governance and commercial discipline. Working knowledge of sales governance, pricing, procurement, contracting, risk, approvals, audit, and business management systems, with a track record of improving controls without creating unnecessary friction.
- Digital-services environment. Experience supporting technology-enabled consulting or delivery, ideally involving data and analytics, AI, platforms, software, digital solutions, infrastructure, engineering, or the AEC sector.
- Systems and analytical capability. Advanced proficiency with financial and operational data, dashboards, spreadsheets, reporting tools, and enterprise systems; able to reconcile data, identify trends, and translate analysis into practical action.
- Leadership and communication. Strong executive presence, sound judgment, attention to detail, and the ability to influence senior leaders and cross-functional stakeholders through clear, concise, decision-ready communication.

The base salary range for this position is $160,000.00 to $170,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
