Overview:
The Project Management Office (PMO) Manager is responsible for leading and overseeing the organization's Information Systems project portfolio, project management methodologies, governance processes, and project delivery teams. This role ensures that technology initiatives align with the organization's strategic objectives, regulatory requirements, clinical priorities, and operational goals. The PMO Manager provides leadership for project managers, coordinates cross-functional resources, establishes project management standards, and drives successful execution of technology, clinical systems, infrastructure, cybersecurity, data analytics, and business transformation initiatives. The position serves as a key liaison between Information Systems, clinical and revenue cycle departments, clinical informatics, operational leaders, executive leadership, and external vendors.
Responsibilities:
PMO Leadership & Governance
- Develop, implement, and maintain enterprise project management methodologies, standards, tools, and best practices.
- Establish and oversee project governance frameworks, stage-gate processes, and project prioritization mechanisms.
- Manage the IS project portfolio to ensure alignment with organizational strategy and available resources.
- Facilitate project steering committees and governance meetings.
- Monitor project performance and recommend corrective actions as needed.
- Ensure consistency and quality in project management practices across the organization.

Project Portfolio Management
- Maintain a comprehensive portfolio of Information Systems projects.
- Evaluate project requests, business cases, risks, dependencies, and resource requirements.
- Partner with stakeholders to prioritize initiatives based on organizational value and strategic objectives.
- Track portfolio health through key performance indicators, milestones, budgets, and resource utilization.
- Provide executive-level reporting and dashboards on project status and outcomes. Program and Project Delivery
- Direct and support multiple concurrent technology and business transformation projects.
- Ensure projects are delivered on time, within scope, budget, and quality expectations.
- Manage complex projects involving EHR platforms, clinical applications, revenue cycle systems, digital health solutions, infrastructure, cybersecurity, and data initiatives.
- Facilitate issue resolution, risk mitigation, and change management activities.
- Coordinate project planning, execution, testing, go-live, and post-implementation support activities.
Leadership and Team Development
- Lead, mentor, and develop project managers, business analysts, and other PMO personnel.
- Foster a culture of accountability, continuous improvement, collaboration, and customer service.
- Conduct performance evaluations, coaching, and professional development planning.
- Build project management competencies across Information Systems and business departments.
Stakeholder Engagement
- Collaborate with executive leadership, clinical leaders, operational departments, physicians, and external partners.
- Translate business and clinical requirements into actionable project plans.
- Facilitate communication among diverse stakeholder groups.
- Manage stakeholder expectations and ensure transparency throughout project lifecycles.
Financial and Resource Management
- Develop and manage project and PMO budgets.
- Monitor project expenditures and financial performance.
- Forecast resource needs and optimize allocation across project portfolios.
- Participate in vendor selection, contract review, and vendor performance management.
Regulatory and Compliance Oversight
- Support compliance with healthcare regulations, organizational policies, and industry standards.
- Ensure projects address privacy, security, and regulatory requirements, including HIPAA and other applicable regulations.
- Partner with compliance, risk management, and information security teams to mitigate organizational risks.
Qualifications:
Experience
- 5+ years of progressive project management experience in healthcare information technology, clinical systems, or healthcare operations.
- 2+ years of leadership experience managing project managers or PMO functions.
- Demonstrated experience overseeing complex enterprise initiatives and project portfolios.
- Experience with healthcare systems, Electronic Health Records (EHR), clinical applications, and operational workflows preferred.
Certifications - One or more of the following preferred:
- Project Management Professional (PMP)
- PMI Program Management Professional (PgMP)
- Certified Associate in Project Management (CAPM)
- Agile or Scrum certifications
- Lean Six Sigma certification Knowledge, Skills, and Abilities
- Strong understanding of project management methodologies, including Waterfall, Agile, and hybrid approaches.
- Knowledge of healthcare operations, clinical workflows, and healthcare technology environments.
- Strong portfolio management and project governance expertise.
- Exceptional leadership, organizational, and team-building skills.
- Excellent communication and presentation abilities, including executive-level reporting.
- Ability to influence stakeholders and manage competing priorities.
- Experience with project management and portfolio management tools.
- Strong financial management, budgeting, and resource planning capabilities.
