    Description

    This position develops, implements, administers and maintains benefits programs, policies and procedures to include: employee health and wellbeing, worker's compensation, and other leave programs, while ensuring compliance, competitiveness, and cost effectiveness. This job is located on-site at our Corporate HQ in Jacksonville, FL with some flexibility for remote work (as needed). The Manager of Employee Benefits reports to the Chief Human Resources Officer and is an integral member of the HR Leadership Team.

    Responsibilities:

    • Ensure the overall competitiveness and relevance of benefits programs. Plays a leadership role in the review and design of various benefits programs and their provisions; makes recommendations for changes and enhancements as appropriate
    • Ensures excellence in the execution of the benefits programs to include oversight, monitoring and successful integration with payroll processes
    • Oversight for Employee Health to include worker's compensation, annual vaccination clinics, reasonable accommodations, and modified duty programs
    • Ensure a robust and comprehensive employee wellbeing program
    • Develop and implement an effective, comprehensive, and compelling benefits communication strategy
    • Control and monitor costs, analyze and reconcile budget variances and takes appropriate action
    • Participates with the HR management team to identify and improve related processes and procedures
    • Evaluates and analyzes the outcomes of the benefit programs and to include benefit loss and claims control, utilization, enrollment statistics, and the like
    • Stays current on new developments, legislation and best practices and identifies opportunities for the organization to improve the overall efficiency and effectiveness of its benefits-related programs
    • Assist in ensuring compliance with all federal and state legal requirements including plan documents, summary plan descriptions, vendor contracts, policy manuals, compliance testing, audits, and government filings
    • Coordinate key relationships with outside vendors/consultants as well as monitor performance and services
    • Responsible for the reconciliation of vendor invoices and ensuring payments are made on a timely basis
    • Notifies vendors of all qualified events and changes, and ensures accuracy of online enrollment records, health and flexible spending accounts, and retirement plan accounts
    • Acts as a liaison with retirement plan administrator, insurance carriers, and other vendors related to specific employee concerns or benefit problems; ensures accurate and expedient resolution
    • Oversight for annual retirement plan discretionary testing
    • Oversight for the organization's FMLA and other leave programs; including counseling employees on their rights and responsibilities
    • Provides training to management and employees relating to benefits plan changes
    • Oversees annual open enrollment process

    Requirements:

    • Bachelor's degree in related field or minimum 5 years' related experience in progressively responsible benefits roles required
    • Knowledge and proficiency working with brokers, administrative services organizations, and other benefits related partners
    • Advanced knowledge of employee benefits programs and applicable laws
    • HR or Benefits Certification highly desirable (PHR, SHRM-CP, CEBS)
    • Ability to identify and/or document existing and new processes, as well as evaluate their effectiveness, develop improvements and/or recommend changes or alternatives
    • Working knowledge of principles, practices, and standards of human resources management
    • Must be a proactive problem solver and team player who is detail oriented and flexible; a self-starter requiring minimal supervision with the ability to support requests from multiple directions
    • Energetic, driven personality with a demonstrated ability to take initiative, successfully handle and prioritize multiple competing assignments and effectively manage deadlines
    • Professional, articulate and able to use good independent judgment and discretion
    • Ability to act with integrity, diplomacy and tact in dealing with sensitive and confidential information and handle it in a secure and safe manner
    • Demonstrated success balancing the needs of the organization with needs of the employee, while ensuring compliance with and adherence to all applicable HR laws and regulations
    • Advanced conflict resolution, negotiation skills, and problem-solving abilities
    • Outstanding verbal and written communication skills required with the ability to build relationships at all levels of the organization

    Location: Corporate office 3599 University Blvd South, Jacksonville, FL 32216. Travel to other locations throughout Brooks territory may be required.

    Hours: Hybrid, Monday - Friday
