Overview:
The Manager of Buildings, Grounds and Facilities provides both strategic and operational leadership for the safe, healthy, secure, efficient, and reliable stewardship of all MISD buildings, grounds, and athletic facilities. The manager leads custodial services, maintenance, groundskeeping, security, preventive maintenance, regulatory compliance, risk management, energy management, capital planning, emergency preparedness, and vendor services across the district. This position partners with district administration, building leaders, the School Board, staff, and community stakeholders to align facility decisions with the district''s mission and long-range priorities.
Responsibilities:
- Lead the comprehensive planning, scheduling, and coordination of maintenance, repair, custodial, groundskeeping, security, and facility-support needs across all district locations.
- Establish and maintain consistent districtwide standards for cleanliness, safety, security, workmanship, responsiveness, and customer service.
- Inspect buildings, grounds, athletic fields, equipment, and building systems regularly; document needs, assign corrective work, and verify completion.
- Ensure district facilities meet applicable building, fire, life-safety, environmental, accessibility, health, and workplace-safety requirements; maintain inspection, testing, and compliance records.
- Develop and manage a districtwide preventive maintenance program for facilities, vehicles, equipment, boilers, HVAC, plumbing, electrical systems, building controls, geothermal systems, solar systems, and other infrastructure.
- Maintain current facility records, including building plans, equipment manuals, warranties, service histories, inspection reports, system inventories, and regulatory documentation.
- Prioritize daily work orders, planned maintenance, urgent repairs, seasonal projects, and long-term facility needs across multiple locations.
- Coordinate licensed contractors and vendors when work requires specialized credentials, permits, inspections, or code compliance.
- Develop scopes of work, obtain and evaluate proposals, monitor contracts and service providers, and verify that contracted work meets district expectations, specifications, timelines, and budgets.
- Support preparation and administration of budgets for maintenance, custodial services, grounds, security, supplies, equipment, and contracted services.
- · Develop and communicate a long-range facility plan that identifies building condition, life-cycle needs, deferred maintenance, energy opportunities, capital priorities, projected costs, and recommended timelines.
- Advise the Superintendent, district administrators, and School Board on facility conditions, operational risks, capital needs, project options, cost-effectiveness, and long-term stewardship of district property.
- Recommend equipment, supplies, repairs, and facility improvements within district budget limits, purchasing procedures, and Board policy.
- Monitor utility use and operating costs; identify practical opportunities to improve energy efficiency, sustainability, system performance, and cost control.
- Maintain coordinated inventory controls for tools, parts, chemicals, supplies, equipment, and ground materials.
- Participate in the recruitment, hiring, orientation, training, assignment, supervision, and evaluation of custodial, maintenance, grounds, and security personnel.
- Develop work schedules, on-call coverage, project assignments, and vacation coverage that maintain dependable service in every district facility.
- Provide staff training on safe work practices, equipment operation, cleaning methods, chemical use, asbestos awareness, emergency procedures, and district expectations.
- Coordinate snow and ice removal, seasonal grounds maintenance, landscaping, parking-lot care, and safe access to district facilities.
- Direct the preparation, maintenance, repair, and scheduling support of athletic fields and related facilities for practices, competitions, school events, and community use.
- Coordinate facility use, room or classroom relocations, moves, space planning, and building access when projects or district programs require operational changes.
- Coordinate with administrators to keep district vehicles and maintenance equipment safe, serviced, and operational.
- Lead facility continuity planning and support emergency planning, evacuation procedures, drills, security assessments, after-hours response, recovery, and coordination with public-safety partners.
- Build productive working relationships with administrators, staff, students, families, contractors, inspectors, and community members.
- Provide clear updates to district leadership regarding urgent concerns, work status, deferred maintenance, costs, risks, and recommended next steps.
- Establish performance measures and service standards for the department and communicate progress, needs, and successes to district leadership and stakeholders.
- Respond to after-hours facility emergencies, severe weather events, utility failures, alarms, and other urgent operational needs.
- Perform other duties and assume other responsibilities within the scope of the position as assigned by the Superintendent.
