Here’s the Gist:
Wolfspeed is seeking an experienced Global Trade Compliance Manager to oversee and ensure adherence to complex international import/export laws, including customs and tariff rules, Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and Office of Foreign Assets Control (OFAC) sanctions. The ideal candidate will provide comprehensive support for trade compliance matters in accordance with U.S. and foreign regulations, and will be responsible for directing and implementing company-wide compliance protocols, while functioning as a strategic partner to the business. The Global Trade Compliance Manager will work closely with business leadership, R&D, product management, operations and logistics, and legal personnel. The role will require day-to-day management of trade compliance operations with opportunities to support the company on advocacy and policy matters relating to import/export topics.
The Day-to-Day:
- Support, implement, and maintain global trade compliance program (policies, procedures, internal controls, compliance IT systems, documentation, training, etc.).
- Monitor, interpret, and guide internal stakeholders regarding changes in trade laws, assess risk, and advise on business impacts, including US (customs, EAR, ITAR, OFAC), EU, China, and other foreign jurisdictions’ trade laws; work with legal and consulting experts as needed to understand and comply with trade laws; translates regulatory language into practical and clear guidance.
- Collaborate with various functional areas to identify export/import needs and provide guidance on implementation of trade compliance program requirements.
- Conduct transaction diligence, screen for restricted parties, evaluate and resolve red flags, apply for export licenses or administer use of license exceptions, ensure proper documentation and regulatory filings for shipments, and manage recordkeeping.
- Classify goods (HS, ECCN), determine country of origin, and determine requirements for export licensing; determine application of tariffs and customs duty assessments.
- Oversee customs brokerage, identify and manage duty mitigation programs such as duty drawback and tariff refunds process, and administer CTPAT certification, to optimize costs and maximize financial recovery.
- Proactively identify and engage in opportunities for collaboration, review, and assessment of trade compliance program with business leaders, ensuring strategies and requirements meet compliance obligations and business objectives; seeks out and identifies potential quality, service, and cost issues related to trade compliance and proposes solutions.
- Conduct post-entry audits on entry packets for accuracy and completeness, ensuring proper record keeping in compliance with Customs regulations.
- Conduct regular internal audits and risk assessments, and ongoing monitoring of trade activities and effective functioning of systems, tools, and resources, to identify potential compliance gaps or violations, implement corrective actions and program improvements, collaborate with legal personnel on disclosures and other external reporting where necessary, and manage risk.
- Provides regulatory reporting on trade compliance and risk management to business, operations, and legal leadership.
- Provide training to employees across various departments to ensure understanding of trade compliance requirements and changes in regulations, and conduct regular intra-company outreach to facilitate the interface between business and compliance.
- Maintaining and updating various trade compliance tools, trade compliance IT systems and modules, and internal informational content relating to global trade compliance.
- Serve as the primary liaison on global trade compliance subjects with internal teams (operations, logistics, sales) and external partners (brokers, government authorities and regulators, legal services, consultants, trade/industry associations, and the trade compliance functions of vendors, customers, and other business counterparties).
This Job is Right for You if You Have:
- Bachelor’s or Master’s degree in Business, International Trade, or a related field.
- 7+ years’ experience in the professional practice of international trade compliance, including export controls, customs, sanctions, and related logistics topics, with increasing responsibility.
- Active U.S. Licensed Customs Broker certification or similar trade compliance professional certifications preferred but not required.
- Subject matter expert in customs/tariffs rules, EAR, ITAR, and OFAC sanctions.
- Ability to work strategically and operationally, and to manage complex projects, in a fast-paced, global environment.
- Experience in effective engagement with regulators, collaboration with industry associations and trade professional networks, and consumption of legal and consulting services.
- Acute attention to detail, superior project management skills, polished and professional communication, high level of critical thinking and judgment, mastery in navigating standard IT and ERP systems, fluency in technical discussions, enthusiasm for emerging technologies and innovation, and sound understanding of financial and business operations principles.
