    Manager, Database Development & Operations

    Lead Reliable Database Services, Technical Talent, and Operational Excellence

    Georgia System Operations Corporation (GSOC) is seeking a Manager, Database Development & Operations to lead the Data Administration team and oversee database development, operational service delivery, production support, data integrity, quality, and maintainability.

    This role balances ongoing support and customer needs with planned database initiatives, ensuring database services remain reliable, maintainable, secure, and responsive to business priorities.

    As the team manager, you will establish priorities, allocate resources, set technical and service expectations, develop staff, manage escalations, and strengthen the standards and practices that support consistent database delivery.

    What You'll Do

    • As Manager, Database Development & Operations, you will lead daily execution while helping shape the resources, standards, and operating practices needed to deliver dependable database services.
    • You will:
    • Align database development and operations priorities with business needs, production obligations, platform direction, and enterprise initiatives.
    • Establish team priorities and assess capacity, cost, dependencies, implementation risk, service commitments, and resource needs.
    • Provide input into budgets, forecasts, staffing plans, vendor support, licensing, tools, and technology requirements.
    • Advise Data Systems leadership on workload, bottlenecks, operational risk, resource constraints, and improvement opportunities.
    • Direct daily database development, stored procedure and query development, data requests, reporting support, troubleshooting, production support, data integrity review, deployment coordination, and service continuity.
    • Provide technical oversight, quality control, escalation management, standards enforcement, and resource allocation across operational and planned work.
    • Balance special-project participation with operational coverage and ensure implemented solutions transition into supportable operations.
    • Enforce standards for development, documentation, source control, deployment, change management, security, data integrity, and quality.
    • Perform full people-management responsibilities, including selection, onboarding, work assignment, timesheet and PTO approval, coaching, performance management, development planning, conflict resolution, compensation input, succession readiness, cross-training, and coverage planning.
    • Allocate work based on urgency, complexity, employee capability, workload, service commitments, and project participation.
    • Set clear expectations for quality, responsiveness, accountability, documentation, customer service, and standards compliance.
    • Maintain operational metrics, departmental reporting, workload and backlog visibility, status updates, procedures, staffing and training records, and recurring administrative processes.
    • Coordinate operational handoffs and help ensure database services remain stable, secure, documented, maintainable, and responsive.
    • Build productive relationships with business customers, application development, infrastructure, security, peer managers, technical teams, contractors, and vendors.
    • Communicate priorities, status, resource constraints, operational impacts, risks, decisions, and customer expectations clearly and consistently.
    • Coordinate closely with database architecture and program leadership so project and operational work are planned as connected portfolios.
    • Lead the adoption of improved tools, standards, processes, documentation, and ways of working while protecting production stability and service continuity.

    What You Bring

    • Bachelor's degree in Information Technology, Computer Science, Management Information Systems, Data Management, or a related field. Equivalent combination of education, training, and directly related work experience may be considered.
    • Ideally, 10+ years of professional experience in database development, data administration, SQL Server development, data services, reporting, or related technology roles.
    • Demonstrated experience leading technical staff, assigning and prioritizing work, reviewing deliverables, supporting production systems, and delivering accurate database solutions.
    • Experience coordinating technical work, production support, cross-functional initiatives, and operational coverage.
    • Strong knowledge of SQL Server, database development, stored procedures, query development, database design concepts, data integrity, and reporting support.
    • Experience with troubleshooting, production support, source control, deployment coordination, change management, security standards, and technical documentation.
    • Strong people-leadership capabilities, including coaching, performance management, talent development, workload allocation, cross-training, and succession planning.
    • Strong planning, prioritization, risk-management, customer-service, and business and technical communication skills.
    • Ability to balance production support, customer requests, planned development, and project work against available capacity and service commitments.
    • Ability to make sound decisions, resolve escalations, manage competing priorities, and follow through on commitments.

    Preferred Qualifications

    Database Development & Technical Leadership

    • Experience leading SQL Server development, stored procedure and query development, database design, reporting support, and data-integrity practices.
    • Experience reviewing technical approaches and deliverables, identifying root causes, managing technical risk, and ensuring solution quality and maintainability.
    • Experience establishing or improving database development standards, source control practices, documentation, deployment processes, and support procedures.

    Operations Management & Service Reliability

    • Experience leading production support, incident and issue resolution, service continuity, deployment coordination, operational metrics, and backlog management.
    • Experience balancing planned initiatives with daily operational obligations and ensuring project solutions transition into sustainable support models.
    • Experience with resource and capacity planning, vendor support, licensing, technology needs, or departmental forecasting.

    People Leadership & Stakeholder Partnership

    • Prior formal supervisory experience leading technical professionals is preferred.
    • Experience selecting, onboarding, coaching, developing, and retaining technical talent while building cross-training, coverage, and succession readiness.
    • Experience partnering across business, application, infrastructure, security, vendor, and technical teams to manage priorities, dependencies, risk, and customer expectations.

    Certifications

    • Relevant Microsoft, SQL Server, cloud, data management, project management, or leadership certifications are preferred but not required.
