Description

Job Summary:

Designs, implements, communicates and administers the compensation programs.  Ensures the compensation program enhances the Nation's ability to recruit and retain employees.  Develops and implements salary structure and administrative guidelines in accordance with compensation policy.  Administers performance review program to ensure effectiveness, compliance and equity within Cherokee Nation.  Conducts wage surveys within labor market to determine competitive wage rate.

 

Job Duties:

Designs, implements, communicates and administers the compensation programs.  Recommends and implements compensation policies, procedures, and processes which result in equitable pay programs that are cost effective and meet the needs of the organization.  Oversees the maintenance of the HRIS system and the adoption and setup of new modules.  Assesses the need, prioritizes and assigns direct reports to work on various issues related to compensation that come to the departments' attention.  Ensures that the compensation program enhances the Nation's ability to recruit and retain employees and supports the organization's strategic objectives.  Administers and participates in development of the performance review system to ensure effectiveness, compliance and equity within Cherokee Nation.  Oversees the compensation review plan and conducts wage surveys within labor market to determine competitive wage rates.  Develops and implements salary structure and administrative guidelines in accordance with compensation policy.  Directs classification plans and programs, coordinates preparation of job descriptions for position, and oversees job evaluation in organization.  Reviews the job analysis to ensure appropriate salary levels according to compensation guidelines and policy formulated by human resources executive.  Provides advice and counsel to department heads, managers and supervisors regarding personnel practices, policy and employment laws.  Analyzes company compensation policies in relation to government wage and hour regulations, prevailing rates for similar jobs in comparable industries or geographic areas, agreements with labor unions, and recommends changes as appropriate to establish and maintain competitive rates.  Analyzes organizational pay practices and makes recommendations for salary changes to ensure equity. Recommends special compensation programs or incentive systems for all employees or for specific groups to support the organization's objectives.  Keeps apprised of federal, state and local compensation laws and regulations in order to ensure company compliance.  Represents Cherokee Nation in legal forums when necessary.  Other duties may be assigned.

 

SUPERVISORY RESPONSIBILITIES   

Manages one subordinate supervisor who supervises a total of three employees in the Compensation department. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises two non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

Qualifications:

EDUCATIONAL REQUIREMENT

Bachelor's degree from four-year college or university in Human Resources or Business Administration with emphasis in Human Resources, Industrial Management with emphasis in Human Resources, or Business related field; or six years experience in field of compensation management.

 

EXPERIENCE REQUIREMENT

An additional four years of experience in a Human Resources managerial position. Prefer experience in Compensation.

 

COMPUTER SKILLS

An individual should have knowledge of Human Resource systems; Internet software; Payroll systems; Project Management software; Spreadsheet software and Word Processing software.

 

CERTIFICATES, LICENSES, REGISTRATIONS 

Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. World at Work Certified Compensation Professional (CCP) or Senior Professional in Human Resources (SHRM-SP) preferred. 

 

OTHER SKILLS AND ABILITIES

Excellent interpersonal skills. Ability to organize and prioritize work.  Ability to multi-task. Effective oral and written communication skills.

Comprehensive knowledge of compensation, planning, design, implementation, and administration preferred. Knowledge of compensation laws and regulations preferred.

 

PHYSICAL DEMANDS 

While performing the duties of this Job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl and taste or smell. The employee must regularly lift and /or move up to 10 pounds and occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, color vision and ability to adjust focus.

 

WORK ENVIRONMENT

The noise level in the work environment is usually moderate.
