Experience using ERP systems, financial reporting platforms, and dashboard development tools such as Power BI, Tableau, or similar applications preferred.

The University of South Alabama's department of Treasury Management is seeking to hire a Manager, Capital Planning and Financial Forecasting. Interested candidates should apply to be considered.
Essential Functions
These are the job duties required of the position.
Essential Functions
- Serves as an enterprise-wide capital planning and financial strategy leader, bridging Finance, Treasury, Facilities, Operations, Accounting, Procurement, Project Management, and Executive Leadership.
- Administers the centralized intake, financial review, approval tracking, and lifecycle administration of service agreements and capital requests.
- Coordinates the annual and multi-year capital planning process across the campus and health system.
- Evaluates and analyzes capital requests based on strategic, operational, financial, and enterprise-wide operations.
- Provides financial analysis and decision support to executive leadership in prioritizing projects and resolving competing capital needs.
- Supports long-range capital planning and enterprise strategic initiatives.
- Maintains an enterprise-wide capital project inventory, pipeline, and forecast.
- Develops advanced financial analyses and models to support capital planning and investment decisions.
- Analyzes total project costs, actual expenses, encumbrances, funding availability, cash requirements, commitments, forecasted spend, and project timing.
- Monitors project budgets, schedules, commitments, and cash flow forecasts.
- Identifies budget variances, financial risks, funding gaps, and emerging capital requirements.
- Provides financial analysis to support strategic initiatives, including campus expansion, health system growth, public-private partnerships (P3s), real estate initiatives, and facility acquisitions.
- Develops and maintains rolling project level and enterprise-wide capital cash forecasts based on approved budget, commitments, project schedules, and expected payment timing.
- Supports analysis of debt capacity, liquidity impacts, and the timing of capital funding requirements.
- Monitors the relationship between project spend-down forecasts and anticipated bond issuances.
- Coordinates draw schedules, reimbursement timing, and funding availability.
- Coordinates with Finance ad Treasury leadership on capital planning, reimbursement tracking, and related financial analysis.
- Maintains an enterprise-wide service agreement inventory that identifies the business owner, vendor, purpose, annual and total costs, funding source, term, renewal provisions, and termination notice requirements, and approval status.
- Monitors expiration, renewal, and termination notice dates and communicates upcoming actions to agreement owners and leadership.
- Prepares periodic reports regarding service agreement spend, future commitments, upcoming renewals, and items requiring leadership action.
- Monitors project expenditures against authorized funding courses to ensure appropriate use of capital.
- Establishes and maintains the enterprise-wide record for capital project information, including: total project costs, authorized funding, funding remaining, cash spent, forecasted spend, commitments, project schedules and timing, cash flow requirements.
- Monitors project performance and proactively identifies risks, budget issues, timing concerns, and funding gaps.
- Prepares executive-level presentations and materials for executive leadership, Board of Trustees meetings, and other governance forums.
- Translates complex financial and project information into clear, actionable insights for leadership.
- Serves as the primary liaison between finance, treasury, facilities, health system operations, accounting, procurement, project management, and executive leadership.
- Regular and prompt attendance.
- Ability to work schedule as defined and additional hours as required.
