MANAGEMENT ANALYST III

(COMMUNITY ENGAGEMENT)

Overview

Do you want to help shape the future of Alexandria by connecting people with the projects that are transforming their community? The Department of Transportation & Environmental Services (T&ES) is looking for a creative, strategic, and community-minded professional to join our Communications Team as a Management Analyst III (Community Engagement). From improving transportation and strengthening essential infrastructure to advancing environmental initiatives and making our streets and neighborhoods safer and more resilient, T&ES tackles some of Alexandria's most complex and consequential challenges. This position brings work to life for the public, creating meaningful opportunities for residents and stakeholders to understand, engage with, and help shape the projects and services that affect their daily lives.

Working at the intersection of communications, infrastructure, and public service, the Management Analyst III (Community Engagement) leads engagement strategies for multiple high-profile projects. The position works closely with project managers, engineers, environmental specialists, other City departments, and community stakeholders to translate complex technical information into clear, accessible communications and create meaningful opportunities for public input.

Responsibilities include planning and facilitating public meetings and outreach activities; developing engaging, accessible public-facing materials; managing project communications and stakeholder information through customer relationship management (CRM) tools; and responding thoughtfully to community questions and concerns. The specialist exercises independent judgment and problem-solving to navigate competing interests, build trust, set realistic expectations, and support transparent, responsive communication throughout the project lifecycle.

Beyond individual projects, the Management Analyst III (Community Engagement) helps strengthen how T&ES connects with the community by identifying opportunities to improve communication practices, expand public participation, and build lasting relationships with residents and stakeholders. This is an opportunity for a creative, collaborative, and solutions-oriented professional to help shape important City initiatives, make complex work understandable, and ensure community voices inform decisions that will influence Alexandria for years to come.

The Opportunity

  • Leads community engagement for multiple high-profile transportation, infrastructure, and environmental projects, developing strategies that reflect project goals, stakeholder needs, and community priorities
  • Plans and coordinates public meetings, community briefings, stakeholder discussions, and other outreach activities in collaboration with project managers and multidisciplinary teams, creating meaningful opportunities for public input and dialogue
  • Translates complex technical information-including project designs, schedules, construction impacts, and proposed improvements-into clear, accessible information for residents, businesses, and other stakeholders
  • Develops and reviews public-facing materials such as presentations, fact sheets, project summaries, frequently asked questions, website content, graphics, and meeting notices
  • Serves as a primary point of coordination for community engagement on assigned projects, working closely with project managers, engineers, technical staff, communications colleagues, other City departments, and external stakeholders to align messaging, coordinate outreach, and ensure timely follow-up
  • Monitors community feedback, stakeholder concerns, public sentiment, and emerging issues; exercises independent judgment in responding to inquiries and sensitive issues, managing public expectations, and recommending appropriate engagement and communication strategies
  • Manages project engagement records and customer relationship management (CRM) tools to track community contacts, inquiries, stakeholder concerns, commitments, and follow-up activities, supporting consistent communication and accountability across projects
  • Assists in the development, implementation, and evaluation of departmental programs, communication initiatives, community engagement practices, and project outreach plans
  • Evaluates the effectiveness of engagement activities and communication methods, identifies opportunities to improve outreach and internal coordination, and recommends enhancements to policies, procedures, standard operating procedures, and departmental practices
  • Applies knowledge of public relations, strategic communications, stakeholder management, and community engagement principles to strengthen public trust, promote transparency, and build constructive relationships between the City and the community
  • Uses digital communication platforms, web-based tools, presentation and graphic design applications, and data management systems to develop materials, organize information, analyze feedback, and support effective engagement
  • Manages special projects and initiatives related to capital project controls, such as the City's infrastructure map (Arc GiS), reporting tools, and public-facing resources to communicate capital project status, schedules, and impacts.
  • Manages various SharePoint initiatives
  • Prepares clear, accurate, and concise reports, memoranda, correspondence, briefing materials, meeting summaries, and other written communications to support project implementation, decision-making, and internal and external coordination
  • Works independently to prioritize competing assignments, manage multiple project timelines, exercise initiative, solve problems, and make informed decisions while maintaining close coordination with project teams and departmental leadership
