Role Overview
The Management Analyst II is a journey-level professional position responsible for providing analytical, operational, financial, administrative, and project support to management. The role independently conducts research, studies, evaluations, and project work to improve organizational effectiveness, operational processes, policies, and programs. The position supports decision-making through data analysis, reporting, contract administration, and recommendations for process improvements.
BRIEF, SPECIFIC JOB DESCRIPTION
Review scopes of services; Draft contracts, amendments, and related documents; Prepare statistical reports; Assist with document productions in connection with public records requests and audits. Input data in ERP system and insurance compliance platform; Follow-up with firms to ensure insurance compliance; File documents in shared drive and ERP system. Assist with special projects
 
Key Responsibilities
  • Conduct professional-level administrative, operational, financial, and analytical research and studies.
  • Develop and implement policies, procedures, goals, and priorities for assigned projects and programs.
  • Analyze operational, regulatory, budgetary, and administrative issues and provide recommendations.
  • Prepare reports, presentations, statistical analyses, and correspondence.
  • Manage budgets, funding requests, financial data, and tracking systems.
  • Coordinate projects and serve as a liaison with internal and external stakeholders.
  • Draft, review, negotiate, and administer contracts and amendments.
  • Facilitate procurement and solicitation processes, including RFPs and vendor evaluations.
  • Monitor consultant and vendor performance and ensure contract compliance.
  • Develop training materials and provide staff support and training.
  • May serve as a project manager for assigned initiatives and audits.

Unit-Specific Duties (Purchasing & Consultant Contracts Unit)
  • Review scopes of services.
  • Draft contracts, amendments, and related procurement documents.
  • Prepare statistical reports.
  • Support document production for public records requests and audits.
  • Input and maintain data within ERP and insurance systems.
  • Organize and file records in shared drives and ERP platforms.
 
Required Experience
  • Minimum three (3) years of experience performing administrative, operational, management, or financial analysis involving complex issues.
  • Experience conducting independent analytical studies and evaluations.
  • Experience researching policies, procedures, operational processes, and program effectiveness.
  • Experience preparing reports, documentation, and recommendations for management.
  • Experience working with contracts, procurement, budgets, financial data, or administrative programs is highly relevant to this assignment.
