THE DEPARTMENT

The Community Development Department plays a critical role in managing Menifee's continued growth and ensuring development is safe, orderly, and consistent with City standards. The Building and Safety Division is responsible for building plan review, permitting, inspections, code compliance, and coordination of development-related construction activities. The Division works closely with property owners, developers, architects, engineers, contractors, consultants, and other City departments to facilitate development while ensuring compliance with the California Building Standards Code, City ordinances, and other applicable regulations.

As Menifee continues to experience significant residential, commercial, and industrial growth, the Building and Safety Division is managing an increasingly complex workload involving large development projects, permit processing, plan review, inspection services, technology improvements, consultant contracts, fee programs, and customer service initiatives. The Division is also focused on improving processes and utilizing technology to provide a more efficient, transparent, and customer-focused permitting experience.

THE OPPORTUNITY

The Management Analyst I/II position will be assigned to the Building and Safety Division and will provide high-level analytical, administrative, and program support focused specifically on the Division's building, permitting, and development-related operations. The position will work closely with Building Official staff, plan reviewers, inspectors, permit technicians, consultants, developers, contractors, and other City departments to support the effective and efficient delivery of Building and Safety services.

The Management Analyst will assist with division budgeting, permit and development program analysis, consultant and contract administration, fee analysis, workload tracking, process improvement, and operational planning. The position will analyze permitting and inspection data, evaluate trends and workloads, prepare management reports, and develop recommendations to improve service delivery and operational efficiency.

Responsibilities may include monitoring Building and Safety operating budgets; assisting with consultant and professional service agreements for plan review, inspection, and permitting services; tracking permit activity and revenue; analyzing staffing and workload demands; supporting development and implementation of permit-related policies and procedures; and assisting with updates to building permit fees, service levels, and operational standards.

The position will also assist with permit process improvements, customer service initiatives, technology implementation, records management, performance metrics, and coordination of special projects within the Building and Safety Division. The Management Analyst may prepare staff reports, presentations, correspondence, and other materials for City management, the City Council, Planning Commission, and other stakeholders regarding Building and Safety programs and activities.

The successful candidate will have the opportunity to help shape how the City responds to the demands of continued development while improving the customer experience and maintaining high standards for public safety and regulatory compliance. The Management Analyst I/II will be responsible for, but not limited to, the following:

  • Support the Building and Safety Division by performing analytical, administrative, and project-level work that assists in planning, budgeting, scheduling, and monitoring City infrastructure projects.
  • Develop, administer, and monitor Building and Safety Division budgets, including revenue projections, expenditure tracking, multi-year cash flow analysis, and identification of budgetary issues or funding needs.
  • Prepare, review, and manage contracts, agreements, and procurement documents related to Building and Safety Division projects; ensure compliance with City, State, and Federal requirements.
  • Conduct complex analytical studies related to Building and Safety Division operations, financial impacts, and process improvements; develop and present recommendations.
  • Assist in policy development and implementation for Building and Safety Division procedures, and administrative practices within the Building and Safety Division.
  • Prepare City Council staff reports, presentations, resolutions, and supporting documentation for CIP-related items.
  • Coordinate Building and Safety Division activities with internal departments, external agencies, consultants, and contractors, ensuring timely communication and project alignment.
  • Research and pursue alternative funding sources, including grants, reimbursements, and special funding programs; ensure compliance with reporting and audit requirements.
  • Maintain and improve Building and Safety Division record-keeping systems, including project files, financial records, schedules, and reporting tools.
  • Participate in the development and refinement of project tracking systems, performance metrics, and reporting dashboards.
  • Assist with community outreach, public education efforts, and coordination of Building and Safety Division related events or public meetings.
  • Stay current on industry trends, regulations, and best practices related to public works, municipal finance, and capital project management.
  • Perform other administrative, analytical, and project-related duties as assigned to support the Building and Safety Division.

MINIMUM AND DESIRABLE QUALIFICATIONS

Education Requirement:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, or a closely related field.

Experience Requirement:

Management Analyst I: One (1) year of responsible administrative experience in municipal government.

Management Analyst II: Three (3) years of professional administrative experience in municipal government, or two (2) years of experience equivalent to a Management Analyst I at the City of Menifee.

Licenses and Certification Requirement:

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.

Physical Demands

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. This is primarily a sedentary office classification although standing and walking between work areas is required. Employees in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Environmental Elements

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to potentially hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures and City codes.
