About the Role

The City of Bend is accepting applications for one (1) regular, full-time Management Analyst in the Water Services Department. This is an salaried, exempt (overtime ineligible) non-represented position. The City may use this job posting to create an eligibility list for future hiring purposes. The Management Analyst provides financial, operational, and program analysis to support effective management of Water Services. This position develops and maintains analytical tools, performance measures, forecasting tools, and reporting processes that help leadership monitor organizational performance, evaluate trends, and make informed decisions. The position also analyzes business processes and recommends practical improvements that strengthen departmental effectiveness and financial sustainability.

Key areas of responsibility include revenue analysis and forecasting, utility rate model maintenance, operational budgeting, and periodic review of financial and accounting activity. The position supports monitoring and reporting related to utility revenue collection, workforce reporting, position control, budget management, and internal controls. Working across multiple teams, the Management Analyst develops performance metrics, identifies trends and risks, evaluates program effectiveness, and provides actionable information to management.

What Youll Do

The following duties are a sample of major duties performed in this role and are not intended to be an exhaustive list.

  • Monitor utility revenues, customer account trends, and financial performance indicators.
  • Maintain and update rate models, forecasting tools, and supporting financial analyses.
  • Support operational and personnel budgeting, including position control and workforce-related reporting.
  • Evaluate collection program metrics, delinquency trends, and revenue recovery performance and identify opportunities to improve business processes and reporting.
  • Conduct periodic reviews of financial and accounting records to support compliance and internal controls.
  • Provide analytical and project support for department initiatives.
  • Facilitate process improvement efforts and document business processes.

Minimum Qualifications

  • Bachelors degree (B.A./B.S.) from four-year college or university or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 4 to 5 years experience in a similar position and/or performing similar tasks
  • 2 to 3 years of people management experience

Required Licenses & Certifications

  • Valid drivers license or the ability to obtain one by date of hire

  • Experience with utility, local government, finance, or public works operations.
  • Experience developing forecasts, financial models, or business performance reports.
  • Experience with rates, fees, utility billing, or revenue analysis.

  • Experience evaluating business processes and implementing process improvements.
