Description

This is a non-status, non-permanent Personal Service Contract (PSC) position. You do not acquire competitive or excepted service status from this position. Job Responsibilities

This position is located in the Office of the Executive Director, Human Resources Management Unit, Foreign Service Assessments and Intake section, Bureau of Diplomatic Security. In this position you will:

  • Analyzes documents for law enforcement retirement credit under the Federal Employees Retirement System (FERS) and Civil Service Retirement System (CSRS) for Bureau of Diplomatic Security for former Foreign Service Security Officers/Special Agents.
  • Research and resolves issues related to the LEAP program involving areas such as eligibility, voluntary and involuntary discontinuations, overtime, travel, light duty, and timekeeping.
  • Provides operations assistance to the Supervisory Human Resources Specialist and other HR staff in support of the Foreign Service Assessments and Intake program.
  • Make determinations of credibility of service and forwards to the Human Resources Specialist who will review and finalize before forwarding to the Office of Retirement.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants applying must have 1 year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: 

  • Experience using desktop software applications such as Microsoft Office Suite (Word, Excel, Outlook, SharePoint, Teams, etc.)
  • Experience in researching, analyzing, and evaluating issues to recommend effective and efficient solutions.
  • Experience researching and provides responses to managers and employees on regulations, policies, and procedures.
  • Experience assisting in developing and updating internal operating procedures.

OR

 B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR

C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

  • Personal Service Contracts are eligible to participate in the PSC Health Insurance Reimbursement Program which allows for a contribution of 72 percent against the contractor’s health insurance premium costs toward either an individual or family policy, provided that such costs may not exceed the maximum U.S. Government contribution for personnel as announced annually by the Office of Personnel Management. Supplemental insurance, such as dental and vision, is not eligible for this reimbursement under this program. The Department’s PSC Life Insurance Reimbursement Program allows for PSC’s to be provided a contribution of 50 percent against the actual costs of an individual annual life insurance policy not to exceed $500.00 per year.
  • Personal Service Contractors entering on duty with prior qualifying service, as defined by OPM, may have their service computation dates updated to credit their years of applicable prior service for higher annual leave accrual rates. PSC leave accrual rates are explained in 3 FAM 9116.1
