POSITION SUMMARY
This position is part of a job classification in a Maintenance & Operations progression series. Performs maintenance, repairs, and general equipment operations in the maintenance and construction of municipality utilities.

ESSENTIAL FUNCTIONS
Responsible for reading meters and recording measurements
Installs water and sewer taps, using hand and power tapping and boring equipment.
Collects water samples
Flushes fire hydrants and water lines according to maintenance schedule
Operates camera equipment performing scheduled preventative maintenance and determines extent of damage
Operates equipment used in the construction, maintenance, or repair of the Citys utility lines
Operates motorized vehicles
Assists with maintenance and operations of water meters, valves, manholes
Locating and repairing broken water and sewer lines
Performs water meter maintenance and repair
Inspects and performs routine maintenance and repair on all equipment assigned
Performs inspections of grounds, facilities, park areas, vehicles
Documents work orders and records work activities
Maintains site or equipment by providing basic repairs and cleaning
Identifies, responds to, and resolves issues of customers involving policies, procedures or safety issues
Investigates utility service complaints and researches issues
Investigates and troubleshoots meter issues for tampering or other technical problems
Communicates with the residents to assure that work orders are complete
Responds to emergency calls
Performs water disconnects for delinquent accounts
Abides by all policies, procedures, and rules associated with the Safety Program
Must be able to work the allocated hours of the position and be willing to report for duty on short notice at any hour of the day or night
REQUIRED QUALIFICATIONS
This position is included in the Maintenance & Operations Utilities Series based upon the following criteria:
MAINTENANCE & OPERATIONS UTILITIES SERIES:
M&O Assistant: First level in Series (Grade 4/B21)
Performs entry-level routine maintenance and operational activities such as providing support to water treatment operations.
AND
M&O Technician: Second level in Series (Grade 6/B23)
Performs semi-skilled maintenance and mechanical activities under direct supervision on water treatment operations.
AND
M&O Specialist: Third level in Series (Grade 7/B24/B31)
Performs skilled utilities maintenance and mechanical activities under direct supervision on water treatment operations.
AND (Within 2 years of promotion)
OR
LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
Valid Class C Texas Driver License
Reliable transportation and liability insurance

SUMMARY OF EMPLOYEE BENEFITS
PART I: INSURANCE
The City of Rosenberg offers health and life Insurance to all full-time employees with eligibility beginning on the first (1st) day of the month following date of employment. The City has implemented a premium incentive deduction for all employees enrolled in the Citys health insurance program, who have not used tobacco products in any form in the past three months and continue to not use tobacco products.

(5) LIFE AND AD&D INSURANCE:
The City automatically provides Basic Life Insurance for all eligible employees at no cost. Basic Life Insurance is $25,000 with no option to add additional coverage. The benefit is paid to your beneficiaries in the event of your death.
(6) LONG TERM DISABILITY:
The City provides employees with Long Term Disability in the amount of 60 percent of your salary (depending on position category) to a maximum of $5,000 per month. Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA). Benefits will be offset by any payments from SS, Workers Comp and other income offsets.
(7) WORKERS COMPENSATION:
All employees are covered under the Texas Workers Compensation Insurance program through the Texas Municipal League. Eligibility for benefits is automatic and effective on the date of hire.
(8) SUPPLEMENTAL TERM & WHOLE LIFE, CANCER & AD&D INSURANCE:
The City of Rosenberg offers you a variety of voluntary benefits. If you enroll, you pay the full cost of coverage and are able to use a payroll deduction.
PART II: SAVINGS PLANS
(9) TEXAS MUNICIPAL RETIREMENT SYSTEM (TMRS):
Participation in the system is mandatory for all regular full-time employees. Each employee contributes at a rate of 7 percent of his/her gross wages. The City contributes to each employees account at a 2:1 ratio. Vesting is 5 years of service. Retirement is 20 years of service at any age or 5 years of service at the age of 60.
(10) DEFERRED COMPENSATION 457(K) PLAN:
Plans available through MissionSquare Retirement, DearBorn & Creggs, and Nationwide Retirement Solutions. Employees may enroll at the time of hire and throughout the year.
(11) SECTION 125/FLEXIBLE BENEFITS PLAN:
Allows you to contribute pre-tax salary into an account to be used to pay certain medical, dental, vision, and hearing care expenses not covered by insurance for yourself or a dependent within the meaning of Section 152(a) of the Internal Revenue Code. Dependent childcare is also available.

(13) VACATION:
Accrued vacation may be taken following the six-month probation period.

(14) SICK LEAVE:
Sick leave is earned at the rate of one day per month. Firefighters will accrue ½ shift per month. For the purpose of computing sick time credit during the first year of employment, credit is given for the first month provided the employment date is the 15th of the month or earlier.
(15) LONGEVITY PAY:
Begins after one year of service. $7.50 per month will be provided for each year of service rendered to the City. Longevity pay is an addition to your base salary and is paid annually, in December.

(16) EMPLOYEE ASSISTANCE PROGRAM (EAP):
Available through Dear Oaks EAP, provides assistance for employees and their immediate family members in the event of an emotional, family, legal, medical, substance abuse and/or financial problem. The EAP is available at no cost to the employee.
(18) EMPLOYEE AWARDS LUNCHEON:
Each December the City holds its annual employee Awards Luncheon. Lunch is provided and various awards are given out.
