    General Purpose of Job

    This position will assist skilled technicians in the installation, maintenance, removal, and repair of equipment on energized and de-energized overhead or underground distribution facilities; drive and operate line vehicles as well as assist in stocking trucks with tools, parts, and equipment in a safe, efficient, and reliable manner.

    Line Technician 1st Class

    Education

    • Minimum: High School or GED
    • Minimum: Certification as a Journeyman Line Technician from an accredited line worker apprentice program

    Experience

    • Minimum: Certification as a Journeyman Line Technician from an accredited line worker apprentice program with a minimum of one-year experience as a fully qualified Line Technician 1st Class/Journeyman or equivalent. The equivalent job experience without the Journeyman Certification for consideration will be a minimum of five (5) years combined progressive experience with one or more electric distribution companies or utilities.
    • Minimum: Experience in overhead and underground distribution construction, maintenance, and troubleshooting.
    • Preferred: Qualification in transmission line work preferred.

    Job Specific Competencies

    • Line Construction Competency: Demonstrates proficiency in the selection and safe operation of materials and equipment used in the construction and maintenance of overhead feeders and tap-level installations. Demonstrates ability to perform productive and efficient line work that meets utility construction and maintenance standards, ensuring compliance, reliability, and job site safety.
    • Equipment Operation and Safety: Applies advanced knowledge in the safe and effective operation of digger-derricks, bucket trucks, and other electrical construction tools and equipment to support distribution and transmission activities.
    • Climbing and Rescue Skills: Exhibits skilled pole climbing techniques and performs tasks from elevated work platforms, such as bucket trucks; demonstrates capability in administering first aid and CPR and executing pole-top and bucket rescue procedures.
    • Blueprint and Procedure Interpretation: Interprets and applies electrical line construction drawings and specifications; acquires and uses knowledge of SECO's switching and tagging procedures, RUS construction units, material identification, and assembly standards.
    • Technology and Systems Utilization: Operates standard office equipment including personal computers, printers, and communication devices; applies working knowledge of corporate software programs and Global Information Systems (GIS) as relevant to job duties.

    Line Construction, Maintenance, and Restoration:

    • Safely construct, maintain, and restore all phases of electrical line construction, including residential, commercial, overhead, underground, and transmission facilities, as directed.
    • Perform work on energized lines and participate in switching operations, as required.
    • Climb poles of all types and perform tasks such as changing out cross-arms, transformers, and conductors.
    • Drive and operate line equipment including bucket trucks, digger-derricks, trenchers, forklifts, and other tools required to frame and set poles, lay wire, and connect/disconnect services.

    System Monitoring, Troubleshooting, and Emergency Response:

    • Patrol and inspect lines for problem areas and report unsafe or unsatisfactory conditions in a timely manner.
    • Use specialized hot line tools and equipment to restore service, as required.
    • Respond to outages and customer-reported problems; locate and correct line trouble and restore power safely and efficiently.
    • Reset sectionalizing devices and complete all necessary outage and damage reports.

    Equipment, Tools, and Safety Compliance:

    • Maintain and ensure the safe, efficient condition of assigned tools, equipment, and vehicles.
    • Stock assigned vehicle with required materials and supplies for daily operations.
    • Maintain accurate daily time sheets and charge time to the appropriate accounts.
    • Maintain proper clothing and personal protective equipment (PPE) for health and safety compliance.

    Customer and Public Interaction:

    • Respond to customer inquiries in the field and refer them to the appropriate department or personnel as needed.
    • Ensure that work sites are left clean, secure, and safe to promote public safety and customer satisfaction.

    Technical Knowledge and Regulatory Compliance:

    • Maintain current knowledge of applicable equipment, RUS specifications, OSHA regulations, GIS/mapping systems, and other relevant operational or regulatory systems.

    Team Leadership and Apprenticeship Support:

    Guide and assist in the training and development of apprentice line personnel

    Line Technician 2nd Class

    Education

    • Minimum: High School Diploma or GED
    • Preferred: Vocational/Technical Line apprenticeship training or other related continuing education required for progression in classification.
    • Preferred: Vocational/Technical continuing education in electricity.

    Experience

    • Minimum: Three (3) years' progressive experience in the construction, maintenance, troubleshooting, installation/removal of equipment on overhead and underground distribution electric facilities with a distribution electric utility or related industry.

    Job Specific Competencies

    • Technical Knowledge & Skill: Demonstrates knowledge of SECO's switching and tagging procedures, electricity principles, and distribution systems. Reads and interprets line designs, material specifications, and equipment for overhead and underground construction. Safely operates digger-derricks, bucket trucks, and related tools, and applies pole climbing, bucket work, and rescue skills. Performs line work up to 600 volts independently and higher voltages under supervision, ensuring compliance with NESC, OSHA, and NEC standards.
    • Technology & Systems Use: Demonstrates proficiency in operating office equipment such as personal computers, printers, telephones, and radio communication devices, and applies skills to enter, extract, and manage data using corporate software programs. Applies knowledge of Geographic Information Systems (GIS/GPS) and related technologies as required for job performance.

    • Perform work on energized lines up to 600 volts without supervision and above 600 volts under supervision.
    • Use specialized hot line tools and equipment under supervision.

    Equipment Operation & Maintenance

    • Drive and operate bucket trucks, digger-derricks, trenchers, forklifts, and other equipment needed for line construction tasks such as framing and setting poles, laying wire, tying wire, and connecting/disconnecting services.
    • Maintain line vehicles and ensure trucks are stocked with proper materials.
    • Assume responsibility for assigned tools, materials, and equipment, maintaining them in a safe and efficient condition.

    Safety & Personal Protective Equipment

    • Maintain adequate clothing and personal protective equipment to ensure health and safety.
    • Ensure work locations are left in a condition appropriate for public safety and customer satisfaction.

    Documentation & Record-Keeping

    • Assist with completing paperwork and record-keeping associated with job functions in a neat and timely manner.
    • Maintain required records, accurate daily time sheets, and charge time to proper accounts.

    Knowledge Development & Regulatory Compliance

    • Continue to acquire knowledge of equipment, RUS specifications, OSHA regulations, GIS/mapping systems, and other operational and regulatory requirements relevant to the position.

    Line Technician 1st & 2nd Class

    Other Requirements

    • Ability to operate a variety of office equipment, including a personal computer, printers, copy machines and telephone.
    • Ability to climb poles and work at elevated heights; physical strength and agility to do strenuous manual work under varying weather conditions; wear specialized protective or safety equipment; extensive driving and field work in close proximity to hot line construction, confined spaces and energized conductors.
    • Ability to work irregular hours for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations and outside of regular assigned shift; ability to work overtime, on-call and availability to respond to call-outs and maintain an acceptable call out response. Irregular hours in evenings and on weekends are possible during peak business times and during storm season.
    • Frequent business travel to all areas of service territory required.
    • Must not exceed the manufacturer's weight rating for pole climbing equipment of 350 pounds loaded weight.
    • Shift schedules may be changed by giving a 36-hour notice of the changed schedule.
    • The Cooperative may deem it necessary to modify work schedules for this classification from time to time and offer various shifts as per the current labor agreement.
    • The Cooperative may schedule the Line Technician classifications for any eight (8) or ten (10) hour period, exclusive of mealtime, Monday through Sunday.
    • The normal workweek shall be five (5) consecutive eight (8) hours or four (4) ten (10) days excluding the thirty (30) minute meal period, beginning and ending at midnight Monday (end of Sunday). Rest days shall be consecutive. The Cooperative shall establish the normal schedule of starting and quitting time. Based on the needs of the Cooperative, the starting time may be moved, with 36-hour notice. The Cooperative will determine if an eight (8) hour or ten (10) hour schedule will be used.
    • A valid Florida driver's license for occasional driving privileges of a company vehicle; must have and maintain an acceptable driving record as determined by SECO Energy.
    • Successful completion of pre-employment background check, physical and drug screen.

    Personal Protective Equipment - Yes

    Living Requirement - To ensure a timely response to call-outs, employees in this classification must live within a 40- mile radius from the assigned work location. Employees who live more than a 40-mile radius from their assigned work center must relocate within their first 6 months of employment or transfer.

    Driving Requirements - Valid Florida Class A CDL - no restrictions for Airbrake

    The physical demands and work environment described here are representative of those that must be met by or those an employee encounters to successfully perform the essential functions of this position.     The position requires the ability to climb poles and work at elevated heights, often between 40 to 110 feet. Candidates must possess the physical strength and agility to perform strenuous manual labor in varying and sometimes adverse weather conditions. This includes wearing specialized protective equipment and working in close proximity to energized conductors, hot line construction, and confined spaces. The role involves extensive driving and fieldwork, with lifting required. Must be able to bend, lift and carry up to 50 pounds. Duties require frequent standing, walking on uneven or slippery terrain, bending, stooping, squatting, climbing, crawling, kneeling, twisting, and reaching. The position also involves operating equipment and tools, as well as visual and auditory acuity, including close, distance, and color vision with the ability to adjust focus.

    The employee must not exceed the manufacturer's 350-pound loaded weight limit for pole climbing equipment.
