Work in this position is performed under the general supervision of the City Solicitor, Sr. Deputy City Solicitor, and Staff Attorneys. This is a management, FLSA-exempt position. JOB LOCATION:Work is performed at the Reverend Martin L. King, Jr., City Government Center, Office of the City Solicitor, Suite 402, 10 North 2nd Street, Harrisburg, PA. Work is typically performed in an interior/office environment; however, some work involves visits to other City properties, as well as governmental offices and courthouses. Work involves the use of a variety of office equipment such as computer, scanner and printer, copiers, fax machine, telephone and other technological and research devices. Duties are typically performed on weekdays from 8:00 a.m. to 5:00 p.m.; however, some evenings, weekends and holiday work may be required. ESSENTIAL FUNCTIONS:Research and analyze utility account information to bring residential and commercial accounts current through collections effort which include municipal lien filing, participation in bankruptcy and sheriff sale proceeds. Research and effectively utilize information regarding ownership history of properties. Analyze utility account histories. Prepare required legal papers for filing, including municipal liens and proofs of claims; draft and send delinquency notices. Discuss and prepare payment arrangements with account holders. Communicate moderately to highly complex account concerns to the City Solicitor, Sr. Deputy Solicitor, Assistant City Solicitor / Collections, or other City personnel as required to resolve account delinquencies. Update and track information about utility accounts into City systems. Assist with development of processes and procedures for collection matters. Return all internal and external calls, emails and faxes in a timely manner. Reports to work and remains at work in a productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all assignments in an efficient, consistent and timely manner. NONESSENTIAL FUNCTIONS: Performs other duties as assigned or required. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of collections industry standards and / or best practices. Thorough knowledge of legal terminology, procedures, general municipal operations, and bankruptcy is preferred. Ability to draft legal documents with general supervision. Ability to efficiently and accurately produce high volume of work. Ability to maintain confidential nature of records and reports. Demonstrated organizational skills and record management. Ability to work well with others and handle sensitive information and situations with discretion and sound judgment. Ability to concisely and effectively communication both orally and in writing; Independently execute assigned tasks; Proficiency with Microsoft Office products, Adobe, and PACER; Ability to work independently. Ability to maintain smooth working relations with other management employees. Ability to exercise good judgment and to act in a professional and courteous manner with the general public.
QUALIFICATIONS: Associate's degree, Paralegal degree or its equivalent preferred or completion of some related college courses or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Prior collections experience required. A valid Pennsylvania Driver's License, Class C, or equivalent.
