Position Title: Licensed Exam and Exam Program Developer
Position Description: Protingent Staffing has an exciting contract Licensed Exam and Exam Program Developer opportunity.
Job Responsibilities:- Lead the development of Company's facility-level licensed operator examination program for reactor, including strategy, procedures, standards, and exam bank structure consistent with NUREG-1021 and 10 CFR 55.
- Perform regulatory gap assessments and develop a comprehensive examination strategy that integrates Company's advanced reactor design, staffing model, and operations training program.
- Author facility-level NRC operator examination products, including written examination outlines, written exams, job performance measures (JPMs), and dynamic simulator scenarios.
- Develop and maintain program documentation for the examination program, including exam development procedures, exam bank management processes, quality assurance controls, and NRC interface protocols.
- Prepare NRC-facing regulatory documents related to the examination program (e.g., topical reports, white papers, exemption requests, program descriptions) and support those documents through NRC staff review and interactions.
- Support Company leadership in NRC meetings and regulatory engagements related to operator licensing examinations, including preparation of briefing materials, presentations, and technical responses.
- Coordinate examination program activities with simulator development/validation, human factors/ISV efforts, and control room staffing strategy to ensure consistency across operations training and licensing deliverables.
- Mentor and coach Company Operations Training staff on examination development methods, NUREG-1021 expectations, and integration with SAT-based training program design to build internal capability.
- Develop and execute a mentoring and capability transfer plan that transitions key examination program knowledge and processes to Company personnel over the life of the contract.
- Provide monthly status reports summarizing completed work, open issues, upcoming deliverables, risks, and decision needs, and a final close-out report documenting examination program status and recommendations.

- Minimum 15 years total nuclear power plant experience, with at least 8 years in a licensed operator training / exam development / exam oversight role.
- Primary author or facility exam lead for at least three (3) complete NRC-graded licensed operator examinations under NUREG 1021 including full written exams, JPMs, and dynamic simulator scenarios.
- Participation in at least two (4) NRC-administered initial licensing examinations in a lead or co-lead role (e.g., exam lead, lead author, or equivalent).
- NRC / Regulatory Interface:
- Direct experience preparing for and supporting at least three (5) NRC operator licensing examinations, including pre-exam meetings, exam administration, and comment/resolution activities.
- Primary author or major contributor on at least two (2) NRC-facing regulatory documents that underwent NRC staff review (e.g., topical reports, exemption requests, white papers, program descriptions) and support of associated RAIs or staff questions.
- Training Program / SAT:
- Minimum 5 years of experience applying a Systematic Approach to Training (SAT) to licensed operator training or exam programs.
- Demonstrated ability to link job/task analyses and learning objectives to exam content consistent with 10 CFR 55.41(a), 55.43(a), and 55.45(a), with clear traceability from task/knowledge to exam question, JPM, and simulator scenario.
- Licensing / Operations Background:
- Senior Reactor Operator (SRO) license or SRO certification (current or previous) at a commercial power reactor.
- Education and Skills:
- Bachelor’s degree in engineering, physical sciences, education, or related technical field; or an equivalent combination of nuclear operations and training/exam development experience.
- Strong written and verbal communication skills, including documented experience mentoring or coaching instructors/exam authors and presenting complex issues to plant or corporate leadership.
- Demonstrated ability to collaborate with multi-disciplinary teams (operations training, regulatory, human factors, simulator engineering) and to communicate complex regulatory and technical concepts clearly.
Desired Job Qualifications:- Advanced / New Build Experience:
- Experience with advanced or non-LWR technologies (e.g., sodium fast reactor, HTGR, MSR, test reactor) and/or participation in new-plant “cold licensing” exam or training program development.
- INPO / Accreditation:
- Direct participation in at least three (3) INPO accreditation or re-accreditation cycle for Operations Training, with roles such as project lead, major contributor, or accreditation team member.
- Experience performing self-assessments, gap analyses, and corrective action plans linked to accreditation or exam performance.
- Standards and Integration:
- Experience developing or significantly revising facility-specific K&A catalogs, exam standards, or equivalent guidance, especially where they differ from NUREG-1122/1123.
- Experience integrating exam strategies with simulator validation, human factors / ISV, and control room staffing analyses.
- Prior experience mentoring or developing internal examination program capabilities at a utility or advanced reactor organization.
- Capability Building / Leadership:
- Demonstrated success building internal examination program capability, including developing procedures/guides, delivering training or workshops to exam writers, and implementing exam quality review processes.
- Experience leading multi-month exam or licensing projects with defined milestones, cross-functional stakeholders, and regulatory interfaces.
- Travel Required: 0-20% #TerraPro

- Pay Rate Range: $69-$115/hr (Pay rates are approved based on candidate location, education and experience)
- Location: 100% Remote Acceptable
