Summary Objective

The purpose of this position is to create, implement and measure the success of a comprehensive marketing, communications and public relations program that enhances the Library's image with the general public. Manage all Library marketing, communications and public relations activities and materials including publications, website, social media and media relations.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of Duties

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Assists in budget preparation and monitors and controls expenditures.
  • Sets strategic marketing/communications goals and develops annual advertising plans outlining marketing strategies to meet those goals.
  • Supervises execution of the marketing, communications and public relations programs including social media presence.
  • Evaluates marketing data gathered from media reports, online analytics and community feedback to assess the effectiveness of the Librarys initiatives and to develop future advertising plans and marketing strategies.
  • Functions as brand manager, interpreting and enforcing the policies governing the application and use of the brand platform to ensure articulation of the Librarys desired image.
  • Manages editorial direction, design, production and distribution of all Library publications.
  • Manages the strategic and creative design of the Library's website including content management.
  • Designs landmark signs and other permanent features and approves design decisions for permanent signage, art and décor.
  • Coordinates regular media interest in the Library and ensures regular contact with target media and appropriate response to media requests.
  • Manages public relation activities and events including press releases, website updates, and design and production of literature, print material, advertisements, videos and speaking points for presentations and press conferences.
  • Acts as the Library's representative with the media.
  • Develops partnerships and collaborates with civic institutions, businesses, government departments and cultural organizations for programs and other initiatives.
  • Attends community group meetings and events to provide information and answer questions concerning programs, operations and services.
  • Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor's Degree in Communications, Journalism, Public Relations or related discipline.
  • Four (4) years of community or public relations, public speaking, press relations, speech or news writing or marketing experience including four (4) years of supervisory experience.

EQUIVALENCY: An equivalent combination of education and experience may be substituted, but must include four (4) years of supervisory experience.

OTHER MINIMUM REQUIREMENTS

  • Must provide ones own source of transportation.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
