Are you an experienced workers compensation professional who enjoys analyzing data, solving problems, and working directly with people? Do you like taking complex information and turning it into practical solutions?

The Washington State Department of Labor & Industries (L&I), Division of Occupational Safety and Health (DOSH), is looking for a Program Specialist 4 - Risk Management Consultant to help Washington employers better understand their workers compensation claims, identify workplace risks, and develop strategies to prevent injuries and reduce costs.

This position provides risk management consultation directly to employers. You will examine claims and injury data, discuss trends and concerns with employers, and help them develop or improve safety, injury prevention, claims management, and return-to-work practices. The position analyzes information from multiple L&I systems and other sources to identify injury frequency and severity, claims trends, experience factors, and potential opportunities for improvement.

Just as importantly, you will be an ambassador for DOSH consultation services. You will proactively reach out to employers through letters, phone calls, email, presentations, conferences, and some in-person "boots on the ground" outreach. You will connect employers with DOSH safety and industrial hygiene consultants when additional expertise can help address workplace hazards or injury trends.

DOSH consultation services are designed to help employers identify and address workplace hazards and improve their safety and injury prevention programs. These services are free and confidential and are separate from DOSH enforcement activities.

This position is mostly teleworking with some occasional field work throughout Region 2 (King Co). The assigned duty station can be at anyone of our Region 2 locations: Tukwila, Seattle, or Bellevue, WA.

Duties

What You'll Do

  • Analyze workers compensation claims and injury data to identify trends, patterns, and opportunities to reduce workplace injuries and costs.
  • Meet with employers to discuss claims, injury trends, return-to-work practices, and risk management strategies.
  • Provide employers with tools, resources, and recommendations to improve safety, injury prevention, claims management, and return-to-work practices.
  • Research and interpret Washington State workers compensation laws, rules, policies, and programs and clearly communicate that information to employers.
  • Develop reports, charts, and other materials to help employers understand their claims and injury data.
  • Identify employers who may benefit from additional DOSH services and coordinate referrals to safety, industrial hygiene, ergonomics, and other L&I programs.
  • Promote DOSHs free and confidential consultation services through letters, phone and email outreach, presentations, and in-person employer visits.
  • Build and maintain productive relationships with employers, employer groups, and other stakeholders.
  • Work collaboratively with DOSH safety, industrial hygiene, ergonomics, and other L&I staff.
  • Independently manage multiple assignments, prioritize work, maintain accurate documentation, and meet deadlines.

Driving is an essential function of this position. The incumbent is required to travel between worksites to perform assigned duties and must operate a state-issued vehicle, motor pool vehicle, or personally owned vehicle (POV), as appropriate. Use of a POV will be reimbursed at the current state mileage reimbursement rate.

Must be able to safely navigate a variety of work environments, including large manufacturing facilities with metal stairways, catwalks, ladders, and uneven terrain. Must also be able to work outdoors for extended periods in varying weather conditions, using appropriate protective gear.

  • Is confident initiating conversations, building relationships, and promoting services to employers.
  • Is comfortable working both in an office environment and out in the field.
  • Enjoys facilitating/presenting at workshops/booths/other speaking events.

Qualifications

REQUIRED:

  • Bachelor's degree* or higher in safety and health, loss control, business administration, or other relevant field
  • At least ONE year experience in insurance loss control, risk management, occupational safety and health as a safety officer, inspector or consultant in a government or industrial safety program, underwriting disability or workers compensation, insurance rates or audits, claims adjudication, or vocational services.
  • Additional qualifying experience may be substituted year for year for the education for a total of a minimum of 5 years combined.
  • A valid and unrestricted drivers license.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

DESIRED:

  • Knowledge of workers compensation principles to include relationship between workplace injuries, claims, and the effect on both L&I and the employer.
  • Knowledge of workplace safety and health hazards, basic written program requirements, hazard identification and correction.
  • Expresses ideas and information through the verbal and written word, using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience; speaks English clearly. Bilingual preferred.
  • Experience analyzing statistical or claims data and developing solutions to risk management problems.
  • Knowledge of workers compensation insurance, risk classification, experience ratings, and claims management.
  • Experience working directly with employers or other external customers.
  • Experience with employer outreach, public speaking, presentations, or marketing of professional services.
  • Ability to establish and maintain effective working relationships and work independently.
  • Bilingual skills are preferred; persons of all languages are encouraged to apply. Bilingual jobs include a 5% salary increase for dual language responsibilities.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
