The Department of Labor & Industries (L&I), Division of Occupational Safety and Health (DOSH), is looking for a Digital Education Supervisor to join our Digital Education team. This is an opportunity to combine your technical knowledge with your ability to lead people, build relationships, develop effective learning tools, and turn complex safety and health information into something people can actually use.

Our mission is simple: Keep Washington Safe and Working. In this role, your work will directly support that mission by helping employers, workers, and DOSH staff better understand and prevent workplace hazards.

For this position, teleworking is permitted dependent upon business needs and supervisor approval. The assigned duty station can be at any of our L&I locations Statewide.

Duties

This position is much more than creating training. Youll lead a team of safety and industrial hygiene professionals while helping shape how DOSH educates and engages its customers.

Youll:

  • Lead and develop people by setting clear expectations, coaching staff, providing feedback, removing barriers, and helping employees grow their skills and careers.
  • Turn technical knowledge into practical learning by developing training, presentations, online learning, fact sheets, hazard alerts, eTools, and other resources.
  • Think beyond the basic instruction. Understand what employers, workers, and other audiences actually need to be successful-and identify the tools, training, resources, and support that will help them get there.
  • Use your influence. Build strong relationships across DOSH, L&I, industry, labor organizations, and other partners to move projects and safety initiatives forward.
  • Make complex information accessible. Take safety and industrial hygiene concepts, rules, and technical information and communicate them clearly to audiences with different levels of knowledge and experience.
  • Present with confidence. Represent DOSH at meetings, forums, events, and industry engagements and communicate technical information in a way that connects with your audience.
  • Create engaging learning experiences using tools such as PowerPoint, Excel, Articulate, and other technology used to develop effective learning resources.
  • And other impactful work that supports our mission.

Driving is an essential function of this position. The incumbent is required to travel between worksites to perform assigned duties and must operate a state-issued vehicle, motor pool vehicle, or personally owned vehicle (POV), as appropriate. Use of a POV will be reimbursed at the current state mileage reimbursement rate.

Must be able to safely navigate a variety of work environments, including large manufacturing facilities with metal stairways, catwalks, ladders, and uneven terrain. Must also be able to work outdoors for extended periods in varying weather conditions, using appropriate protective gear.

Qualifications

REQUIRED:

  • A valid and unrestricted drivers license

Acts with empathy and accountability to provide timely support, resolve concerns, and deliver value that strengthens relationships and organizational outcomes.

Safety and Industrial Hygiene Competencies:

  • Formal education and experience in the comprehensive practice of occupational health, safety, and industrial hygiene.
  • Experience and ability to evaluate occupational safety and industrial hygiene programs such as but not limited to respiratory protection, hazard communication, lockout tagout, machine safety, fall protection, lead, accident prevention and emergency response.

And one of the following:

  • A Bachelors degree from an accredited university involving major study in occupational safety and health, industrial hygiene, or related field AND five years of paid occupational/industrial safety related professional experience

OR

  • A Bachelors degree from an accredited university involving major study in occupational safety and health, industrial hygiene, or related field AND three years as an Occupational Safety and Health Professional one of which must be at the 3 level in DOSH.

OR

  • Five years of full-time journey level paid experience in one or more of the following industries: Government, military, public health or related safety and health field.
  • College-level education will substitute, year for year, for up to four years of non-safety and health experience.
  • Additional safety and health qualifying experience will substitute year for year, for education.
  • Qualifying experience" is defined as experience [conducting independent WISHA or OSHA safety and health inspections in the workplace; or regulatory related inspections in the workplace, including construction, manufacturing and other industries; investigating accidents; and writing technical reports] as a Safety & Health Officer, Consultant, Inspector, or WISHA or OSHA inspection, or regulatory related experience.

DESIRED:

  • Strong knowledge and experience in adult education principals and instructional design.
  • Project management planning, coordinating knowledge, and experience.
  • Certified Safety Professional (CSP) granted by the Board of Certified Safety Professionals.
  • Certified Industrial Hygienist (CIH) granted by the American Board of Industrial Hygiene
  • Demonstrated leadership in accident investigations, inspections, and regulatory enforcement
  • Strong verbal and written communication skills.

Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
