Minimum Qualification Requirements

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a bachelor's degree.
Substitution: Work experience may be substituted for a bachelors degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelors degree.
For example:
Four (4) years of professional work experience, in any occupation, may substitute for a general bachelors degree.
Four (4) years of general work experience (does not need to be professional level experience) in human resources/ personnel management may substitute for a general bachelors degree.

EXPERIENCE REQUIREMENT:
(a) One year of professional human resources management work experience or other responsible professional work experience which required substantial use of analytical skill and involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action;
OR
(b) Six months of professional human resources management work experience in employee training and/or career development programs for a large organization, which involved developing, evaluating, administering and/or facilitating training.
Substitution: A Masters degree in Human Resources Management, Business Administration, Public Administration or a related field from an accredited college or university may be substituted for up to one year of the general professional human resources management or other responsible professional analytical work experience listed in part (a) of the Experience Requirement. The Masters degree cannot be used to substitute for part (b) of the Experience Requirement.

NON-QUALIFYING EXPERIENCE:
Most work experience in a supervisory or managerial position includes responsibility for human resources management functions. However, if the primary responsibility of the position is not concerned with professional human resources management work, such experience is not considered qualifying.
Clerical or technical experience in a human resources management program involving work which is limited to the application of human resources management rules, regulations and procedures in support of the human resources management functions described above is not qualifying.
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
LICENSE REQUIREMENT:
Possession of an appropriate valid drivers license, as required.

Concurrent or overlapping experiences and/or education will NOT be double credited.
Professional experience refers to work that generally involves independent critical thinking, solving complex, non-routine problems, preparing reports, and interpreting and applying technical information.
Most work experience as an intern will NOT be creditable as equivalent to professional experience.
Calculation of experience will be based upon a full-time, 40-hour work week. Part-time experience will be pro-rated. Hours worked in excess of 40 hours/week will not be extra credited.
Example: Twelve months of experience at 20 hours/week will be pro-rated to six months of experience.
Example: Twelve months of experience at 60 hours/week will be credited as one year of experience, NOT one and a half years.
