What You Will Do

As the Leader Development Experiences Manager, you will spearhead DOH's leadership development initiatives within the Office of People Services' (OPS) Employee eXperience Program (EXP). By leading the Leader Development Experience Team (LDET) in ways that model the leadership practices you advocate for, you will drive strategies, policies, and programs that enhance leadership competencies, align with the agency's mission of "Equity and Optimal Health for All," foster a positive leadership experience for current and emerging leaders, and improve employee well-being and success across the organization.

Your work will have a statewide impact, influencing how leaders are developed and how DOH fosters a values-based culture. You will collaborate with agency leaders and staff, other state agencies, and external partners to design and implement innovative solutions that strengthen leadership and advance public health goals.

Key Responsibilities and Expectations:

  • Lead and Inspire: Guide the LDET to design and deliver leader development programs that enhance leadership competencies by engaging employees from all levels and identity groups.
  • Drive Inclusive Design: Collaborate with diverse employee groups to co-create strategies, products, and services that address leadership gaps and promote equity, inclusion, belonging, and performance.
  • Measure Impact: Develop and maintain metrics to evaluate the effectiveness, satisfaction, engagement, and inclusiveness of leader development initiatives.
  • Champion Organizational Change: Integrate DOH's leadership competencies into systems, policies, and practices, ensuring alignment with agency mission, vision, and goals.
  • Support Agency-Wide Initiatives: Collaborate with cross-agency teams to advance recruitment, workforce diversity, and employee engagement efforts.
  • Innovate and Recommend: Assess leader development needs, recommend policy and process changes, and lead implementation to improve employee experiences.
  • Contribute to EXP Leadership: As a member of the EXP Leadership Team, support the program's vision to empower employees toward growth, well-being, and success.

Required Qualifications

There are two pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. Experience may have been gained through paid or unpaid activities. Option 1: At least five (5) years of professional experience in leadership or organizational development.

Option 2: A bachelors degree in organizational development, organizational leadership, human resources, learning and development, adult education/instructional design, industrial-organizational psychology, public administration, or a closely allied field; AND at least three (3) years of professional experience in leadership or organizational development.

Demonstrated Experience:

  • Leading, supervising, or directing the work of staff or teams, including setting direction, supporting team capacity, and wellbeing.
  • Designing, leading, or consulting on the delivery of a leadership or organizational development program, initiative, or intervention.
  • Embedding diversity, equity, inclusion, and belonging principles into leadership competency models, programs, or people-management systems.
  • Leading or supporting organizational change efforts that require aligning multiple partner groups around new practices or systems.
  • Building and using metrics or evaluation data (quantitative and qualitative) to measure program effectiveness, engagement, or satisfaction, and adjusting strategy based on findings.
  • Advising leaders or executives on people, culture, or leadership strategy and translating that advice into actionable recommendations.
  • Partnering across programs, divisions, or agencies to design or implement initiatives with organization-wide reach.
  • Diagnosing root causes of leadership or organizational gaps and designing sustainable, systemic solutions.

Preferred Qualifications

While the experiences below aren't required, having them can help you stand out as a candidate.

  • Applying design thinking or human-centered design methods, such as engaging directly with the people a program will affect through interviews, co-design sessions, or prototyping.
  • Using a formal change management methodology (e.g., Prosci/ADKAR or a similar framework) to plan and lead organizational change.
  • Gathering and using employee or customer experience data through direct engagement, such as interviews, focus groups, or co-design sessions, to inform program or service improvements.
  • Leading or managing programs within a large agency or organization (e.g., multiple divisions, statewide reach, or a comparably complex structure)
  • Working in or collaborating with state government, including familiarity with public sector processes, culture, or constraints.
  • Applying quality improvement tools or methodologies (e.g., Lean, Six Sigma, PDSA) to improve the efficiency, accuracy, or overall quality of programs or services.

Working Conditions:

The following describes the working conditions of this position, with or without reasonable accommodation.

Work Setting: This positions work can be performed fully remotely within Washington, Oregon, or Idaho. No regular in-person attendance is required. If onsite work is requested by the supervisor, the request will be planned and communicated in advance. Exposure to hazards is limited to those commonly found in indoors at home or office environments. This position is sedentary, working at a computer for extended periods.

Schedule: This position has a work schedule of 40 hours per week; however, the position may be expected to work longer hours to meet business demands and deadlines. An alternative or flexible work schedule may be considered at the incumbents request, subject to supervisory approval.

Travel Requirements: Employee must be willing and able to travel occasionally, as needed, either alone or with another person, overnight, for several days, and/or out of state. Willing and able to legally operate a state or privately-owned vehicle or provide alternative transportation while on state business.

Tools & Equipment: Duties require the use of standard office furniture and equipment (e.g., desk, computer, printer, cell phone, etc.).

Customer Interactions: This position is expected to build effective working relationships and partnerships with agency leaders and supervisors, DOH employees, other state agencies, and external partners (e.g., CDC, ASTHO, etc.).

Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
