Position Summary

Professional Solutions1, LLC (ProSol) is seeking an experienced Lead Counter-SIGMAN Instructor / Senior Subject Matter Expert (SME) to provide specialized classroom instruction to Marines assigned to 2d Reconnaissance Battalion at Marine Corps Base Camp Lejeune, North Carolina.

The Lead Instructor will support a three-day, 24-hour Counter Signature Management (SIGMAN) training course designed to prepare reconnaissance Marines to identify, assess, and mitigate physical, electromagnetic, thermal, visual, acoustic, and digital signature vulnerabilities during amphibious and ground Reconnaissance and Surveillance (R&S) operations.

The ideal candidate will possess significant operational experience within Special Operations Forces (SOF) or military reconnaissance organizations, recent experience instructing tactical military units, and demonstrated expertise in multi-spectral signature management, Electronic Warfare (EW), counter-UAS operations, electronic signature analysis, cyber/digital footprints, or related disciplines.

This is an academic, classroom-based training requirement. The course does not include field maneuvers, live-fly UAS operations, tactical vehicle operations, or role-player support.

Essential Duties and Responsibilities

The Lead Counter-SIGMAN Instructor will:

• Serve as the senior instructor and primary instructional lead for the Counter-SIGMAN course.
• Deliver classroom instruction to a class of up to 40 Marines.
• Work alongside a second qualified SME instructor throughout all three days of training.
• Lead development, integration, and quality review of course materials, presentations, student handouts, case studies, reference guides, and mission-planning exercises.
• Ensure course content is aligned with applicable reconnaissance training objectives and the operational requirements of 2d Reconnaissance Battalion.
• Provide expert instruction on how peer and near-peer adversaries use multi-spectral sensors to detect, track, and target low-signature military forces.

Multi-Spectral Signature Management

Provide instruction addressing:

• Audio and acoustic signatures
• Tactical movement noise
• Voice ranges and equipment-generated noise
• Electro-optical and visual signatures
• Camouflage effectiveness
• Movement detection thresholds
• Infrared and thermal signatures
• Near-Infrared considerations
• Thermal footprint management
• Electromagnetic and Radio Frequency signatures
• Tactical RF emissions
• Wireless-device vulnerabilities
• Tactical waveform employment
• Electronic intercept risks
• Digital footprints and "cyber dust"
• Network metadata
• Unauthorized device pairing
• Personal and tactical electronic-device emissions

Counter-UAS Instruction

Provide expert instruction concerning:

• Type 1 and Type 2 UAS threat capabilities
• UAS flight patterns
• Sensor detection thresholds
• Overhead visual detection
• Thermal detection
• RF detection
• Multi-spectral signature mitigation against airborne sensors

Counter Ground-Sensor Instruction

Provide instruction concerning the characteristics, detection capabilities, and mitigation of:

• Seismic sensors
• Acoustic sensors
• Infrared sensors
• Magnetic sensors
• Passive sensor systems
• Active sensor systems

Teach reconnaissance personnel how to identify, bypass, and mitigate physical and acoustic signatures associated with ground-sensor arrays.

Reconnaissance and Surveillance Integration

• Integrate SIGMAN principles into amphibious and ground R&S mission planning and execution.
• Facilitate student-led tactical mission-planning exercises.
• Conduct threat-informed case-study signature audits.
• Evaluate student planning and decision-making.
• Provide tactical feedback based on identified signature vulnerabilities.
• Reinforce practical integration of SIGMAN, counter-UAS, and ground-sensor mitigation techniques throughout the R&S planning process.

Lead Instructor Responsibilities

In addition to instructional duties, the Lead Instructor will:

• Coordinate instructional responsibilities between course SMEs.
• Ensure complete coverage of required course objectives.
• Conduct pre-course curriculum and readiness reviews.
• Coordinate with ProSol program management regarding schedule, classroom requirements, materials, and installation access.
• Assist with attendance verification and student completion documentation.
• Lead development of daily course summaries.
• Support preparation and delivery of Certificates of Completion.
• Lead development of the final technical After-Action Report (AAR).

The AAR will address:

• Classroom evaluation findings
• Student mission-planning performance
• Recurring or systemic signature vulnerabilities
• Instructor observations
• Tactical training recommendations

Required Qualifications

Candidates must meet the following minimum requirements:

• Minimum of three years of experience within the previous five years instructing military tactical units in one or more of the following areas:

• Multi-spectral signature management

• Electronic signature analysis

• Cyber footprint auditing

• Demonstrated instructional experience supporting:

• Special Operations Forces; and/or

• Conventional military reconnaissance organizations

• Documented operational or professional background involving SOF or reconnaissance missions, organizations, or tactical operations.

• Documented military or industry-recognized certification in at least one of the following areas:

• Electronic Warfare

• Cybersecurity

• Information Operations

• Unmanned Aircraft Systems operations

• Demonstrated ability to provide advanced tactical instruction to military personnel.

• Ability to translate technically complex threat and sensor concepts into practical applications for reconnaissance Marines.

• Ability to facilitate tactical planning exercises and evaluate student performance.

• Ability to produce professional written technical reports and instructional feedback.

• Ability to meet Marine Corps Base Camp Camp Lejeune installation-access requirements.

Highly Desired Qualifications

Preference may be given to candidates possessing one or more of the following:

• Former U.S. Marine Corps Reconnaissance experience
• Force Reconnaissance experience
• Marine Special Operations Command (MARSOC) experience
• Other U.S. Special Operations Forces experience
• Reconnaissance team leader or operations leadership experience
• Electronic Warfare operational experience
• SIGINT or spectrum-management experience
• Counter-UAS operational or instructional experience
• Intelligence, Surveillance, and Reconnaissance experience
• Experience with threat UAS or ground-sensor systems
• Cyber or information operations experience
• Formal military instructor experience
• Experience developing military tactical curriculum
• Familiarity with Marine Corps Reconnaissance Training and Readiness requirements

Schedule

The instructor must be available for the entire period of classroom instruction:

• Wednesday, September 16, 2026 - Day 1
• Thursday, September 17, 2026 - Day 2
• Friday, September 18, 2026 - Day 3

The successful candidate must also be available for reasonable pre-course preparation and post-course AAR development.

Work Environment

Training will be conducted entirely onsite in a Government-provided classroom at Marine Corps Base Camp Lejeune, North Carolina.

The Government will provide standard classroom audiovisual equipment. ProSol and its instructors will provide required instructional materials and may employ passive, non-radiating training aids or mock-up devices where appropriate.

Security / Installation Access

No security-clearance requirement is identified in the Performance Work Statement.

Personnel must, however, be able to successfully complete required Marine Corps Base Camp Camp Lejeune installation vetting and access procedures and provide all required identification and supporting documentation.
