NATURE OF WORK

This position serves as a Law Enforcement (LE) Victim Advocate with the Rockford Police Department (RCPD) under the 625050 ICJIA MDT Grant. The LE Victim Advocate will work with the RCPD Domestic Violence Unit (DVU) and follow up with survivors to provide updates on the case status, offer a Danger Assessment and referral to the advocacy services at the Family Peace Center (FPC) or connection to the Winnebago County State's Attorney's Office Victim Service Provider (VSP).

GRANT FUNDING ADVISEMENT

This position is 100% funded by a grant from the Illinois Criminal Justice Information Authority (ICJIA) for the current grant period which expires December 31, 2026 with the potential of additional funding to support programming for up to 24 more months. Acceptance of this position shall not be construed as a guarantee of employment beyond the initial grant-funded period.

DISTINGUISHING FEATURES

The LE Victim Advocate will dedicate 100% of their time to communicating with survivors on the progress and outcome of their case, offering danger assessments and assisting with the referral process to either advocacy within the FPC and/or connecting the survivor to the Winnebago County State's Attorney's VSP. They will also be able to meet with survivors on-site in a trauma informed environment. This position will be co-located at the FPC with the DVU.

ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)

Communicates with survivors on the progress and outcome on their LE case.

Offers a danger assessment (DA) to survivors and coordinates the efforts to complete the DA.

Refers survivors for advocacy within the FPC or with the WSCO VSP, if needed.

Attend monthly meetings of local MDTs specific to survival wellbeing.

Complete all other tasks and duties as assigned and required by the RCPD Domestic Violence Sergeant.

Maintains reasonable and predictable attendance.

SUPERVISION RECEIVED

Works under the general supervision of the Assistant Deputy Chief of the Investigative Services Bureau and the direct supervision of the Rockford Police Domestic Violence Sergeant. Work is reviewed by observation and annually for effectiveness of services provided, timeliness, and for overall results achieved.

SUPERVISION EXERCISED

This position does not require supervisory duties.

WORKING CONDITIONS & PHYSICAL DEMANDS

Work is performed primarily in a variety of settings, including office and various locations to meet client needs of support and advocacy. Work activities occur in a fast paced, high demand environment at times.

SUCCESS FACTORS (KSAs)

Thorough knowledge of domestic violence and human trafficking prevention efforts, including best practice prevention efforts and strategies.

Comfortable working in a collaborative manner in a fast-paced environment with multiple organizations. Sensitivity to the concerns of partner organizations, willingness to receive and use feedback in program design, interpersonal interactions and policy development.

Ability to express ideas effectively orally and in writing.

Ability to establish and maintain effective working relationships with city employees, other government agencies, law enforcement, the general public, and community organizations.

Ability to learn InformRMS to complete supplement reports with dispositions of cases or additional information.

EDUCATION, TRAINING & EXPERIENCE

Bachelors degree (preferred) in human services, social services, or a related field from an accredited college or university, along with one year of case management experience supporting individuals experiencing victimization, is required. Applicants must have completed a 40-hour ICADV Domestic Violence Training and training in confidentiality and mandated reporting, or be able to complete these within the first 30 days of employment. Experience with computer programs and data collection is preferred. Lived experience or prior work experience with survivors of domestic or sexual violence, child abuse, or human trafficking is also preferred. A combination of education, experience, and training that demonstrates the ability to perform the required duties will be considered as a substitute for the specified experience.

NECESSARY SPECIAL REQUIREMENTS

Possession of a valid Illinois driver's license.

40 Hour ICADV Domestic Violence training (may be completed within 30 days of hire)

Must be able to withstand an extensive background investigation.

Residency requirement:

Modified November 15, 2021: All employees (except Police Sworn and Fire Sworn) hired on or after June 1, 2018 shall reside anywhere in Winnebago County or within fifteen (15) miles of Rockford City Hall (425 E. State Street Rockford, IL 61104) within six (6) months after their introductory period. Department Heads shall live within the municipal boundaries of the city of Rockford.
