JOB SUMMARY:

This position provides strategic and operational leadership for the Corporation's lands and natural resource programs, including Alaska Native Claims Settlement Act (ANCSA) land interests, land use, resource inventories, permitting, conservation, resource development, Geographic Information Systems (GIS), partnerships, grant-funded initiatives, and special projects. The Land and Resources Manager evaluates and advances responsible land and natural resource opportunities that protect Corporation interests, support long-term stewardship, strengthen strategic partnerships, and create meaningful financial and other value for the Corporation and its shareholders.

ESSENTIAL DUTIES:

• Provides leadership, work planning, direction, training, performance guidance and development to assigned employees.
• Oversees land use and natural resource development activities to ensure compliance with company policies, best management practices, contractual requirements, and applicable federal, state, and local regulations.
• Leads and coordinates land planning, surveying, permitting, and land-use activities in support of the Corporation's broader resource development objectives.
• Monitors and coordinates the activities of permittees, contractors, lessees, and other third parties to ensure compliance with contractual obligations, governmental requirements, and Corporation standards.
• Manages the administration and performance of existing land and natural resource development contracts, including monitoring deliverables, schedules, compliance, and project outcomes.
• Leads complex land, natural resource, conservation, and resource-development projects from planning through implementation, including development of project scopes, schedules, budgets, partnerships, deliverables, and performance measures.
• Serves as a primary liaison with adjoining landowners, governmental agencies, contractors, and other stakeholders on matters affecting Corporation lands and resources; develops and implements strategies to prevent and mitigate trespass and other land-use concerns.
• Directs property boundary identification, maintenance, surveying, and related land-record activities to protect and preserve Corporation land interests.
• Leads the development, implementation, and ongoing evaluation of the Corporation's long-term land-use and natural resource strategies.
• Oversees and utilizes Geographic Information System (GIS) technology, including Esri ArcGIS, to support land management, mapping, spatial analysis, resource inventories, title records, and strategic natural resource planning.
• Develops, recommends, and manages budgets and expenditures for land, natural resource, grant-funded, and special projects, including review and approval recommendations for equipment, supplies, services, and materials.
• Identifies, evaluates, and pursues grant and other external funding opportunities; leads grant application development, administration, compliance, budgeting, and reporting for land and natural resource programs and projects.
• Directs the development and maintenance of comprehensive natural resource inventories and related land and resource data.
• Manages permit, lease, access, easement, and other third-party land-use requests; evaluates potential impacts, recommends appropriate terms and conditions, and oversees related agreements.
• Leads the planning and evaluation of resource development opportunities, field improvements, and land-use projects to support responsible development and positive financial return.
• Conducts and coordinates scientific and technical research to evaluate complex natural resource opportunities and emerging issues, including biodiversity, conservation, watershed health, habitat, and ecosystem resilience, as applicable to Corporation lands and resources.
• Prepares and analyzes the land-use, resource development, revenue, cutting, depletion, and other management reports and maps.
• Conducts and directs financial, feasibility, and risk analyses of natural resource opportunities, including evaluation of potential costs, revenues, development constraints, and return on investment.
• Monitors and evaluates proposed legislation, governmental actions, regulations, and policy developments that may affect Corporation lands and resources; prepares recommendations and written comments as appropriate.
• Develops and maintains productive relationships with federal, state, local, tribal, community, and other external partners and agencies.
• Prepares and presents project updates, research findings, recommendations, financial analyses, and decision-support materials to senior leadership.
• Analyzes GIS data, natural resource inventories, financial information, market research, and other relevant information to support strategic recommendations and informed decision-making.
• Other related duties as assigned.

WORK CONDITIONS:

Most job functions are typically performed in an office setting. Some of the essential job functions are performed outside in remote settings in rugged brushy terrain with health and safety hazards including bears, biting insects, construction and logging machinery, inclement weather and hypothermia risk. Such conditions require a fitness level to enable employee to safely perform duties.

JOB REQUIREMENTS:

Mandatory

• Bachelor of Science degree in forestry, forest engineering, geology, mining engineering, petroleum engineering, natural resource management, or related field.
• Ten years field and managerial experience in property, right-of-way and land management, forestry or other natural resource management and development.
• Working knowledge of land ownership, title, conveyance, easements, leases, access agreements, and permitting processes.
• Knowledge of applicable federal, state, and local environmental, land-use, and natural resource laws and regulations.
• Ability to develop and maintain effective relationships with government agencies, Alaska Native organizations, tribal entities, landowners, communities, and other stakeholders.
• Experience conducting financial, feasibility, risk, and resource-development analyses and preparing recommendations for senior management.
• Working knowledge of engineering and land surveying principles and practices.
• Proficiency with Geographic Information Systems (GIS), including Esri ArcGIS, and the ability to interpret maps, surveys, spatial data, and land records.
• Adheres to established CAC safety policies and good industrial and office safety practice.
• Complies with CAC Standard Operating Procedures and Personnel Policies and Procedures.
• Works closely and harmoniously with other employees to achieve good working relationships.

Preferred

• Experience in grant writing and research, proposal development, or full life cycle grant and contract administration

• Knowledge of the ANCSA process and issues.

• Knowledge of timber, oil and gas, and hard-rock mineral industries.

• Experience working with Alaska land and natural resource issues, Alaska Native organizations, tribal entities, or remote field operations.

• Experience developing collaborative conservation, biodiversity, watershed, habitat, or other natural resource partnerships.

• Familiarity with personal computer systems and software applications.
