Definition
Under general direction, is responsible for analyzing labor contract compliance, conducting labor relations research, conducting disciplinary and fitness for duty hearings, and/or adjudicating grievances and disputes regarding collective bargaining agreements and City work rules; performs related duties as required.
Examples of Work

Analyzes and interprets collective bargaining agreements, rules, and/or regulations to recommend decisions regarding negotiations, arbitrations, or disputes;
Acts as hearing officer for the City and investigates employee grievances, disciplinary actions, and/or fitness-for-duty and recommends solutions to problems or disputes; interviews hearing participants, general public, attorneys, and other parties to obtain pertinent information related to cases;
Serves as designee for the Director of Human Resources in ordering suspensions, separations, or demotions as a result of hearings; reviews and assesses testimony and evidence, applying appropriate laws, rules, regulations, and provisions of collective bargaining agreements;
Advises management and union officials in development, application, and interpretation of labor relations policies and practices; advises management in the proper procedure for disciplinary actions against employees;
Assists the Chief Negotiator in representing the City's interests in labor relations/collective bargaining matters and negotiation of labor contracts; testifies at fact-finding and arbitration hearings;
Writes initial draft of Citywide policies and/or procedures, legislation, bid proposals, and/or contracts regarding labor related issues;
Prepares reports and maintains databases on actions taken concerning grievances, disciplinary and fitness-for-duty hearings, arbitrations, and mediations; monitors compliance with the provisions of collective bargaining agreements and periodically reports on the status of the same;
Prepares course curriculum and conducts training on contract administration and other labor related matters.
Minimum Qualifications
Possession of a bachelors degree and three (3) years of professional experience in human resources, employment relations, labor relations, or personnel administration. Substitution(s): A master's degree in a related field may be substituted for one (1) year of the required experience. A law degree may be substituted for two (2) years of the required experience.
