Navy ERP Labor, Projects and Funds Analyst (Junior SAP Analyst — Labor, Projects, and Funds) — Hybrid (Falls Church, VA)

BizFirst is assisting our client with recruiting a Navy ERP Labor, Projects and Funds Analyst (Junior SAP Analyst — Labor, Projects, and Funds).

Our client, a federal financial management consultancy in Great Falls, VA, is staffing the Navy ERP Command Support Team (CST) for the Bureau of Medicine and Surgery (BUMED), the headquarters of Navy Medicine. The CST is BUMED's Tier 1.5 Navy ERP sustainment team. It sits between BUMED's end users and the Navy ERP Tier 2 business office, owns the tickets that are not user error but are not yet system defects, and keeps BUMED's transactions posting and paying.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.

What will you do

The role. You work the front of BUMED's Navy ERP labor, projects, and funds queue: the first-level tickets from timekeepers whose hours will not post or land on the wrong cost object, project managers whose WBS element is missing or will not settle, and budget analysts whose document fails funds availability control. You fix what is fixable at the transaction level, document what is not, and escalate it cleanly. You work beside the mid-level Labor, Projects, and Funds analyst, who owns the complex labor redistributions, project structures, and funds-control cases, and you grow into them.

Responsibilities:

  • Take first-level user tickets for the labor, projects, and funds lanes; reproduce the problem in Navy ERP, resolve transactional errors within your authority, and document every ticket to closure.
  • Labor: research CATS time entries that fail to post or post to the wrong WBS element or cost center; prepare labor transfers and redistributions; work DCPS-to-Navy ERP interface rejects and timekeeper questions.
  • Projects: support WBS element and project master data requests (create, change, status), check funded-program and settlement linkages, and research project line items for charges that landed in the wrong place.
  • Funds: research funds availability control (AVC) failures on purchase requisitions, purchase orders, and journal vouchers; trace the budget document, funds center, and functional area; help users correct the line of accounting and repost.
  • Pull status-of-funds and open-item reports; support unliquidated-obligation and dormant-account reviews and month-end and year-end close tasks as assigned.
  • Escalate to the Navy ERP Tier 2 business office in SNAP (ServiceNow) with complete, reproducible tickets, and track them to closure.
  • Answer users' how-to questions, maintain job aids and SOPs, and help deliver training to timekeepers, project managers, and budget analysts.
  • Keep ticket logs and metrics current in Excel or Power BI.

Requirements:

  • 1+ year hands-on in Navy ERP with your own user account, in labor and time (CATS), project systems (PS), or funds management (FM).
  • Experience resolving transactional errors in SAP: time entries that fail to post, labor cost corrections, WBS or settlement problems, or funds-availability and document posting errors. Expect to walk through specific examples in the interview.
  • First-level user support experience: a help desk or ticket queue, with documentation of each case to closure.
  • Working familiarity with the transactions this work runs on, such as CAT2/CATS_DA, CJ20N/CJ03/CJI3, FMBB, FMAVCR01, FBL3N, FB03, ME23N, and status-of-funds reports.
  • Bachelor's degree, or two additional years of directly related experience in place of the degree.
  • Active Secret clearance (T3) and U.S. citizenship.
  • Microsoft Office including Visio; Power BI or Power Automate; comfortable using generative AI tools in daily work.

Preferred Qualifications:

  • Navy ERP business office or command support team experience (GFBO Finance or Workforce Management working groups, SPEBO, CBO).
  • DCPS/CATS interface, project settlement, year-end close, reimbursable funding, or G-Invoicing buyer-side experience.
  • SNAP, NHDSM, or ServiceNow ticketing; Navy Medicine or military treatment facility background; DoD Financial Management Certification.

Work Authorization/ Clearance:

  • Active Secret (favorable, in-scope T3/T3R) and U.S. citizenship, both required for Navy ERP access; interim clearances do not grant Navy ERP access
