Green Cell Consulting is seeking a highly qualified Senior Analyst Specialist to support the Joint Targeting School (JTS) at Dam Neck Annex, Naval Air Station Oceana in Virginia Beach, Virginia.
In this role, you will provide senior-level analytical and subject matter expertise supporting Joint Targeting School programs. You will contribute to program standardization, accreditation, curriculum maintenance, instructor qualification, analytical studies, and coordination with the Joint Staff, Combatant Commands, Services, and other members of the Joint Targeting community.
Assignments may support Collateral Damage Estimation (CDE), Combat Assessment (CA), and/or Weaponeering Applications activities based on program requirements and individual qualifications.

The Senior Analyst Specialist provides senior analytical, programmatic, and subject matter expertise in support of Joint Targeting School programs.
This position supports the development, standardization, maintenance, and delivery of Joint Targeting-related training and program activities. Responsibilities include supporting curriculum and testing materials, instructor qualification and standardization, audits and accreditation activities, annual curriculum reviews, analytical studies, and coordination with Service and Combatant Command organizations.
The Senior Analyst Specialist also participates in meetings, conferences, working groups, and other activities supporting the Joint Targeting community and provides analysis and recommendations to Government stakeholders.
Depending on assigned program responsibilities and individual qualifications, this position may support Collateral Damage Estimation, Combat Assessment, and/or Weaponeering Applications activities.
Provide senior-level analytical, programmatic, and subject matter expertise in support of assigned Joint Targeting School programs.
Develop, standardize, maintain, and update courseware, testing materials, question files, training modules, user guides, and related instructional products.
Coordinate training and program activities with Service and Combatant Command organizations and provide guidance to program stakeholders.
Support instructor qualification and standardization activities.
Maintain applicable program records, qualification information, and registries.
Plan and support audits, accreditation visits, certification events, and annual curriculum reviews.
Document findings, identify deficiencies, and develop recommendations resulting from audits, accreditation activities, program reviews, and other assessments.
Provide subject matter expertise during meetings, conferences, curriculum reviews, and working groups.
Prepare studies, position papers, fact sheets, reports, correspondence, briefings, charts, and recommendations to support Government decision-making.
Collect and analyze information, evaluate complex issues, identify courses of action, and recommend solutions for risk mitigation.
Support the development, maintenance, standardization, and distribution of Joint Targeting-related courseware and training materials.
Apply adult-learning and instructional-design principles to curriculum maintenance, accreditation, and program standardization activities.
For assignments supporting Weaponeering Applications, assist with the maintenance, integration, verification and validation, and documentation of applicable tools, models, methodologies, and training materials.
Coordinate and communicate effectively with Joint Staff, Combatant Commands, Services, instructors, program managers, and other stakeholders.
Perform other duties as assigned in support of mission requirements.
Must have and maintain a final U.S. TOP SECRET security clearance with Sensitive Compartmented Information (SCI) access.
No college degree is required.
Graduate of the DoD Collateral Damage Estimation (CDE) Qualification Course.
Minimum of seven (7) years of warfighting operational experience.
Candidates must demonstrate success in at least three (3) of the following areas:
Expert knowledge and understanding of collateral damage methodology, procedures, and applicable DoD and Joint Staff guidance.
Familiarity with the Targeting community and key participants in the Joint Targeting and Joint Planning Processes.
Experience with communications and information systems training.
Experience identifying and resolving training deficiencies.
Experience with U.S. and opposing-force intelligence systems and capabilities, including management, collection, processing, and dissemination of intelligence.
Knowledge of Joint Doctrine and Chairman's Instructions/Manuals.
Experience in Counterinsurgency operations and Irregular Warfare.
Experience in Cyberspace Operations Training, Electronic Warfare, or Civilian Harm Mitigation.
Knowledge of Rules of Engagement.
Experience collecting data, conducting analytical assessments, and determining courses of action.
Experience developing strategies and recommending solutions for risk mitigation.
Experience conducting quantitative and qualitative analysis and evaluations.
Strong knowledge of Joint Targeting and Joint Planning concepts, processes, and organizations.
Ability to independently plan, coordinate, and support complex Joint Targeting training and program activities.
Strong analytical, critical-thinking, and problem-solving skills.
Ability to collect and evaluate information, develop courses of action, and provide well-supported recommendations.
Strong ability to prepare clear and concise correspondence, reports, briefings, graphs, and charts.
Excellent written and verbal communication skills.
Strong coordination, facilitation, and stakeholder-management abilities.
Excellent organizational, planning, and prioritization skills.
Ability to work effectively with Government personnel, military personnel, instructors, program managers, and other DoD stakeholders.
Proficiency with Microsoft Word, PowerPoint, and Excel.

Primary work location is the Joint Targeting School, Dam Neck Annex, Naval Air Station Oceana, Virginia Beach, Virginia.
Normal work schedule is Monday through Friday, generally 40 hours per week.
Ability to work in a secure Government facility and comply with applicable security, information assurance, installation access, and workplace requirements.
Ability to attend meetings, conferences, working groups, audits, accreditation visits, training events, and other mission-related activities.
Travel of up to approximately 20% may be required to support training, meetings, conferences, working groups, audits, accreditation visits, or other mission requirements at Government locations.
