    --- Project Description ---
    The position is being requested for the Medicaid Data Warehouse
    Bureau. Medicaid Data Warehouse is the primary repository for
    Medicaid in New York State and is the main provider of Business
    Intelligence on Medicaid Data.

    --- Day-to-Day Tasks ---
    1. Analyze, develop, and revise flow charts, process models and
    technical specifications describing as-is or to-be Information
    Technology (IT) systems or business processes
    2. Review business requirements documentation with technical project
    manager and programmers to ensure clarity in implementation of
    technical design.
    3. Participate in business requirement and joint application development
    sessions to inform report options.
    4. Implement systems and program design to meet complex business
    needs and author technical design document. Create appropriate
    documentation in work assignments such as program code and
    technical documentation.
    5. Assist project manager in development of report time estimates and
    completes assigned tasks.
    6. Participate in development as data expert, with specialization in report
    development. Ensure report development through coding, testing,
    debugging, implementing, and documenting programs, and developing
    test plans to verify logic programs and output.
    7. Troubleshoot end user technical issues, identifying report problems
    and leading solutions.
    8. Support release management process including technical steps to
    promote, test and release through the development environment,
    coordinating with infrastructure staff.
    9. Use waterfall, iterative and agile software development life cycle
    methodologies.
    10. Write Queries – support the reconciliation of the MDW, CMS 64 and
    eMedNY utilizing MARS reports – this facilitates claim reporting to the
    Centers for Medicaid/Medicare systems – T-MSIS.
    11. Assist in querying Data sources to determine the validity of project
    outputs.
    12. Document data architecture.

    --- Required Qualifications ---
    • 84 months experience in the area of: Public health information Systems such
    as Medicaid or the Childs Health Insurance Program
    • 84 months experience using Oracle products including: SQL Developer, SQL
    plus and executing SQL scripts using DBeaver to query Vertica and Oracle
    Databases
    • Masters/ Bachelor's Degree in Computer Science/Information Technology
    • 84 months experience with Center for Medicaid/Medicare Systems Standards
    and Codes such as EDI 837, EDI 834, ICD Codes, HIPPA etc. and various CMS
    Medicaid Reports such as TMSIS, CMS64 etc.
    • 64 Months experience in the analysis, design and testing of enterprise
    applications using JAVA/J2EE, XML, SOAP, DB2/Oracle and Web Services
    • 36 months experience in a large volume Data Warehouse Environment
    processing billions of health care records, understanding of various ETL
    Databases like Source, Staging and Publishing and the related Row and
    Column Level security.
