DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

The IT Specialist - Business Analysis supports HPW-IT Infrastructure by performing business analysis activities that define, validate, and improve systems and processes across Houston Public Works. The position reports directly to the Deputy Assistant Director, aligning workload, priorities, and business requirements with Infrastructure governance and departmentwide technology strategies.

This role formulates and defines system scope, analyzes user needs, documents requirements, evaluates business problems, and contributes to solution development that supports mission-critical HPW operations.

RESPONSIBILITIES:

Business Analyst: The IT Specialist - Business Analysis performs detailed fact-finding, research, and evaluation of business needs to understand user requirements and identify operational challenges. The specialist formulates and defines system scope and objectives based on both user needs and established industry requirements. This includes developing or modifying information systems with low to moderate complexity, documenting requirements, and revising existing systems when necessary. The specialist ensures that all analysis work aligns with operational goals and contributes directly to improving the effectiveness of HPWs business processes.

Collaboration & Communication: In this role, the specialist collaborates closely with technical staff, professionals, supervisors, and stakeholders across HPW service lines to ensure business needs and technology solutions remain aligned. Daily interaction requires moderate tact, cooperation, and effective communication to help coordinate calendars, resolve issues, and obtain essential information. The specialist supports broader Infrastructure initiatives by working under general direction to connect business perspectives with IT capabilities, helping ensure that solutions and requirements reflect both user expectations and department priorities.

Customer Service: Customer service is a core responsibility of this position. The specialist plays a key role in fostering collaboration between business and IT by identifying business needs, documenting operational perspectives, and evaluating the feasibility of recommended changes. This includes helping develop business cases to justify proposed investments in process or system changes, ensuring that all recommendations are grounded in user needs and operational realities. Through these efforts, the specialist helps support high-quality service delivery across HPW.

Team Effort: The specialist contributes to team results by collaborating with business analysis professionals on assignments that may involve several phases of execution. They participate in tasks such as requirements documentation, process evaluation, testing support, and project coordination. While the specialist works under general supervision, they play an important role in supporting larger, more complex projects and ensuring that Infrastructure initiatives move forward efficiently and successfully.

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Significant time spent using computer display, keyboard, and mouse.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS

Requires a Bachelors degree in Computer Science, Management and Information Systems (MIS) or a closely related field.

EXPERIENCE REQUIREMENTS

At least three (3) years of technology experience performing business analysis functions.

Substitution: Related professional experience may be substituted for the education requirement on a year-for-year basis

PREFERENCES

Preference will be given to applicants who demonstrate proficiency in Agile/Scrum, Waterfall, UAT, Business Analysis, and requirements management. Hands-on experience with Jira, Microsoft Project, and the Microsoft 365 suite; familiarity with other project management tools. Strength in stakeholder management, change management, resource planning, risk management, budgeting/cost control, quality assurance, and continuous improvement. Must be able to apply analytical methods, adapt procedures, and use standard techniques to solve moderately complex problems. Problem-solving, analytical abilities, and project management.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
