IT Sourcing Consultant

We are seeking an experienced IT Sourcing Consultant 3 to lead the sole-source procurement process for a cloud-hosted licensing and enforcement system. The ideal candidate will have strong experience in IT procurement, supplier management, contract negotiations, and cloud solutions sourcing.

Key Responsibilities:

• Lead and manage the sole-source IT procurement process.

• Coordinate with project teams, cloud solution teams, and vendors to ensure procurement requirements are clearly understood.

• Ensure all required forms and documentation for sole-source procurement are completed.

• Evaluate vendor proposals and execute supplier negotiation strategies.

• Negotiate fair pricing, clear deliverables, and favorable contract terms.

• Identify and manage procurement risks and implement risk mitigation strategies.

• Develop and maintain effective communication with stakeholders regarding project deliverables and expectations.

• Conduct post-project reviews and lessons-learned sessions to promote knowledge transfer and customer satisfaction.

Required Qualifications:

• Minimum 8 years of experience in procurement and supplier management, including cloud solutions.

• Minimum 8 years of experience in contract and vendor negotiations.

• Minimum 8 years of experience in technical writing and requirements gathering.

• Strong understanding of IT sourcing processes, vendor evaluation, and contract execution.

• Ability to work independently and lead cross-functional teams.

Preferred Qualifications:

• Knowledge of Virginia public procurement laws.

• Familiarity with VITA cloud-hosted security protocols and requirements.

Additional Requirements:

• Must be available for a short-term, part-time engagement of 20 hours per week for 8 weeks.

• Must be able to work onsite in Henrico, VA, one day per week.

• Must be available for both phone and in-person interviews.
