JOB SUMMARY

The Security Analyst strengthens the Citys cybersecurity posture by implementing, monitoring, and maintaining critical security systems that protect organizational technology assets. This role plays a key part in identifying and mitigating risks, responding to cybersecurity incidents, and supporting compliance with security policies and standards. Through proactive analysis, threat intelligence, and vulnerability management, the Security Analyst helps safeguard City operations and ensures the resilience and integrity of its IT environment.

ESSENTIAL FUNCTIONS

Security Systems Administration

  • Provision, deploy, configure, and administer security hardware and software.
  • Maintain and operate the Citys cybersecurity infrastructure to ensure confidentiality, integrity, and availability.

Monitoring & Detection

  • Monitor security systems, applications, and logs; report security events.
  • Track software versions, configurations, and vulnerabilities.

Vulnerability & Risk Management

  • Conduct routine or ad-hoc vulnerability scans and assessments.
  • Assess effectiveness of controls and access permissions using least-privilege principles.

Compliance & Documentation

  • Maintain security policies, documentation, reporting, and system monitoring.
  • Ensure all security implementation and maintenance documentation is current.

Procurement & Physical Security

  • Review purchase requests for compliance with cybersecurity policies.
  • Ensure physical security systems are configured and monitored appropriately.

Incident Response

  • Respond to network cybersecurity incidents.
  • Monitor cybersecurity resources for relevant threat intelligence.

MINIMUM REQUIREMENTS & PREFERRED QUALIFICATIONS

MINIMUM REQUIREMENTS

  • Bachelor's degree in Computer Science, Information Technology, Cyber Security, Computer Systems Engineering, or a related technical field. Additional work experience may substitute for a bachelor's degree on a year-to-year basis.
  • Two (2) or more years of experience in an information technology security role or similar position.

PREFERRED QUALIFICATIONS

  • Security certifications will be considered but are not required.
  • (ISC)2 CISSP
  • CompTIA cyber security certifications
  • ISACA cyber security certifications
  • GIAC cyber security certifications

TRAINING/CERTIFICATIONS

  • Must obtain ITIL Foundation certification within 1 year.
  • Must obtain FEMA NIMS certifications within 1 year.

COMPETENCIES AND ENVIRONMENT

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of enterprise-level IT infrastructure, applications, security solutions, and various computer architectures.
  • Knowledge of network access, identity and access management, and how traffic flows across networks (e.g., TCP/IP, OSI model).
  • Knowledge of IT security principles and methods such as firewalls, DMZs, encryption, and configuration management techniques.
  • Knowledge of network design processes, including security objectives, operational objectives, and trade-off analysis.
  • Knowledge of systems security testing, evaluation methods, and physical security system design, operation, and management.
  • Skill in using network analysis tools to identify vulnerabilities or collect evidence.
  • Skill in IT technical problem-solving and logical troubleshooting.
  • Skill in assessing security controls based on cybersecurity standards or frameworks.
  • Skill in determining how security systems should function and analyzing how changes in environment or operations affect outcomes.
  • Skill in developing, applying, and evaluating security system access controls and security designs.
  • Skill in recognizing vulnerabilities in security systems.
  • Ability to exhibit dedication, thoroughness, and meet deadlines.
  • Ability to provide situational analysis and make sound decisions.
  • Ability to communicate technical information clearly to City personnel.
  • Ability to establish and maintain effective working relationships with departments, vendors, and partner organizations.
  • Ability to work during non-standard hours and weekends as needed.

PHYSICAL DEMANDS

This position requires the ability to lift up to 50 pounds occasionally. The physical requirements of the job include the ability sit, talk, kneel, bend at both the waist and knee, reach with the arms over the head, and hear, both on the telephone and in person, using regular conversational tones; vision requires the ability to focus and read printouts, computer, screens, and the written material, as well as, the ability of hand/finger usage to perform essential functions, such as computer typing.

WORK ENVIRONMENT

Work is primarily performed in an office setting with extended periods of sitting. Working conditions involve occasional exposure to variable and/or extreme weather conditions, diesel generators and/or other machinery with moving parts, working in confined spaces, and hazards associated with moving/lifting equipment and furniture is involved. Computer room is kept at 70 degrees and may be drafty. Noisy work environment, i.e. generators, alarms, and staff talking on phones (noises are intermittent and constant).
