IT Project Manager (DHS/ICE)

Velocity Talent is hiring an IT Project Manager to support U.S. Immigration and Customs Enforcement (ICE) within the Department of Homeland Security (DHS). You'll lead SaaS, PaaS, data warehouse and data analytics projects end to end, running Jira based Agile delivery while briefing Government leadership and senior executives directly.

Type: direct hire, full time.
Compensation: $165,000.
Location: hybrid in Crystal City, Arlington, VA.
Clearance: active DHS clearance, DoD Secret or higher, or Q clearance. US citizenship required.

What you'll do

• Lead IT projects through the full lifecycle, including plans, schedules, milestones and resources
• Apply Agile and hybrid project management methods to meet mission objectives
• Work with Product Owners, Scrum Masters and technical teams to prioritize work and manage Jira
• Manage scope, schedule, budget, risks, issues, dependencies and change requests
• Brief Government leadership and senior executives
• Collaborate across Government, contractor, cybersecurity, infrastructure, architecture, QA and development teams
• Ensure compliance with ICE governance processes, including SDLC, ITSM, SLM, ATT, ATO and ITSR

What you'll need

• Bachelor's degree in Information Systems, Computer Science or a related field
• 7+ years of experience, including at least 5 years managing Federal IT projects
• Experience with at least two of: Palantir, ServiceNow, Microsoft Power Apps, data warehouses or data analytics tools
• Experience leading Agile and hybrid technology projects in SaaS, PaaS and enterprise cloud environments
• Expert Jira and Agile practice, including backlog governance, sprint management and executive reporting
• Experience as a Scrum Master, and with Confluence, SharePoint and Microsoft Teams
• Knowledge of Federal or DHS governance processes such as ATT, ATO, ITSR and SLM
• Strong executive presentation and stakeholder management skills

Nice to have

• DHS or ICE program experience
• PMP or Agile certification (CSM, PMI ACP, SAFe)
• Digital transformation or cloud modernization experience
